| Since the reform and opening up,city first is the is the main part of China's strategy,which also plays an important role in China's remarkable economic achievements.However,under the bright background of great urban development,it also induces a series of rural diseases,such as rural hollowing,aging of rural left-behind population,feminization of rural employees,and disordered rural environmental governance. Therefore,urban-rural Coordination and Industrial Integrationthe are the objective requirements for China to achieve high-quality development and regional coordination in the new era,as well as the fundamental actions to promote the modernization of agriculture and rural areas.After the founding of the People's Republic of China,the relationship between urban and rural areas has been in a state of separation for most of the time.The development route of Urban-Rural Coordination was first put forward at the Third Plenary Session of the 16 th Central Committee in 2003.In 2012,the 18 th CPC national congress further proposed to promote urban-rural integration.In the new era,the Nineteenth National Congress of the Communist Party of China,in response to the transformation of the major social contradictions in our country,emphasized that we should reverse the imbalance of urban and rural development and the inadequate development of rural areas by implementing the strategy of rural revitalization to make up the shortcomings for a well-off society. Rural revitalization is our Party's re-understanding of the relationship between urban and rural areas in the new period,and it is also a profound reflection of the succession of urban and rural policies in China.Among them,promoting rural industrial prosperity is the strategic focus of promoting rural revitalization.The development of agriculture should be concerned at all stages of the evolution of urban-rural relations.Agriculture is the foundation of the national economy and shoulders the important mission of ensuring food security,protecting the ecological environment,and ensuring employment and income growth for hundreds of millions of farmers. However,at present,China's agriculture is still unable to fundamentally change the extensive mode of production,coupled with the gradual decline of the comparative advantage of agricultural production,domestic and foreign prices of agricultural products and three-dimensional pollution of agricultural production and other issues,the agricultural development of China has formed a huge impact,constitute a great challenge to the modernization of agriculture. Thus,how to reduce the cost of agricultural production,improve agricultural economic benefits,break the farmers income dilemma and revitalize rural production factors has become the prerequisite of agricultural modernization. At present,the rapid development of information technology has accelerated the impact on the traditional production mode.A new round of new information and new technology has brought unprecedented development opportunities to the rural industrial development.Industrial integration has become the main way to break through the traditional industrial development mode.At present,the trend of integration between agriculture and secondary and tertiary industries in China is getting better,especially the intermediate input of the secondary industry to agriculture has been greatly improved.However,China's rural industrial integration is still in the initial stage of development,and there are still many problems,such as disjointed industrial chain,disjointed factor chain,imperfect interest chain,difficult financing,insufficient tax support,insufficient supply of public goods and other serious constraints on the deep integration of rural industries.On the whole,the break of the industrial integration chain or the fragility of the integration system can be attributed to the three levels of market,government and business entities.Therefore,this dissertation from the "government,market and management subject" three dimensions of rural industrial convergence development mechanism,and on this basis puts forward policy Suggestions to promote the development of rural industry integration,the traditional division of labor,stripping out of the traditional industry of our country agriculture backward mode of production,improve agricultural product added value,is of great significance to realize agricultural modernization.The dissertation consists of nine chapters.The first chapter is an introduction.This dissertation firstly sorts out the basic reality of China's agricultural development as the background basis of this dissertation,and puts forward the theoretical and practical significance of this study.Then,this dissertation reviews the research in related fields at home and abroad,defines the core concepts involved in this dissertation,designs the research ideas and contents of this dissertation,and selects appropriate research methods based on this. The second chapter is the theoretical foundation and theoretical analysis framework.Based on the theory of relationship between urban and rural areas,the dual economic theory,industrial organization theory,division of labor and industrial integration theory,transaction cost theory and property right theory,this dissertation tries to build the "government,market and management subject" theoretical framework for the three dimensions,especially emphasizes the government support and institutional supply,element configuration,the main body function of rural industrial convergence development mechanism of parsing logic and dialysis. The third chapter constructs the "government" dimension to analyze the function mechanism of the rural industry integration development.In this dissertation,the function mechanism of government support and institutional supply to the integrated development of rural industry is summarized as resource supplement mechanism,signal transmission mechanism and resource replacement mechanism,and further decomposed into industrial policy support and agricultural subsidies,infrastructure construction,innovative financial support,industrial confirmation and protection,etc. The fourth chapter focuses on the "market" dimension of rural industrial integration and development of the mechanism.Factor market affects the integrated development of rural industry through price mechanism,information mechanism and competition mechanism,which can be specifically divided into factors flow bottleneck,factor aggregation function,transaction cost and other aspects. The fifth chapter analyzes the function mechanism of rural industry integration development from the dimension of "business subject".Under the joint action of the government and the market,as the main participants in the market economic activities,the operating subject mainly exerts influence on the integration of rural industries through competition or cooperative games,which is manifested in improving the degree of organization,improving the market response ability,closely linking the interests mechanism,strengthening the incentive mechanism and sharing mechanism,etc. Sixth chapter to clarify the historical experience of China's rural industry fusion,and the development of rural industry integration in urban and rural relationship in the process of the evolution of history,depict the integration of urban and rural relationship in the process of the evolution of rural industry in the development of basic facts and the main characteristics,at last this dissertation construct a general theory analysis framework,for the development of Chinese rural industry integration mechanisms are discussed in this paper. Chapter seven is the empirical test part of this dissertation.According to the theoretical analysis framework of this dissertation,this dissertation conducts an empirical test on the integrated development of China's rural industry from the three dimensions of "government,market and business subject".Through designing variables,building models,sorting data and empirical estimation,this dissertation draws an analysis conclusion from the three dimensions of "government,market and business subject". Chapter eight is the reference part of international experience.This dissertation analyzes the basic facts of the integrated development of rural industries in Japan,South Korea,France and the Netherlands,and analyzes the experience of the integrated development of rural industries in four countries from three dimensions of the theoretical framework.Chapter nine is the research conclusion and policy Suggestions of this paper.It discusses the development path of rural industry integration in China from the three dimensions of the theoretical framework of this dissertation,and summarizes and refines the interaction effect of urban-rural relationship evolution and rural industry integration development mechanism,and finally puts forward corresponding policy Suggestions.This dissertation mainly draws five conclusions.First,the government's system supply and policy support is an important guarantee for the integrated development of rural industry.Information transmission mechanism,resource supplement mechanism and resource replacement mechanism are the main channels for the government to influence the integration of rural industries,which are embodied in industrial policy support and agricultural subsidies,infrastructure construction,public service platform,property right confirmation and protection,and innovative financial support. Second,the distortion of factor market is an important inducement that restricts the integrated development of rural industry.At present,China's market-oriented reform of factors is still lagging behind,many institutional obstacles seriously restrict the equal access of factors to the market,and the distortion of the price mechanism,competition mechanism and information mechanism of the factor market leads to the hindrance of factor flow,the limitation of factor agglomeration,and the high transaction cost of the enterprise,which restricts the integrated development of rural industries.Thirdly,the game of competition and cooperation between business entities promotes the integrated development of rural industries.In the face of the common constraints of the government and the market mechanism,the business subject takes the way of competition and cooperation to improve the degree of organization,strengthen the ability to respond to the market and build a close interest link mechanism,incentive mechanism and sharing mechanism to promote the integrated development of rural industries.Fourthly,to realize the integrated development of rural industry in China,we need to start from many aspects,such as government,factor market and operating subject.At present,our country rural industry integration is still in the initial stage of development,this dissertation from the rural industry integration development mechanism analysis,it can be seen that realize the industrial convergence development need to deepen the reform of the systems and mechanisms,strengthen the government system supply,market competition and to promote effective factors,break the division between urban and rural area,perfecting the market mechanism,realize information sharing,at the same time to consolidate management main body status,strengthen management main body function,and speed up technological innovation and so on.Fifth,there is a two-way effect between the evolution of urban-rural relations and the integration of rural industries.The separation,antagonism and barrier of urban-rural relations will lead to the segmentation of factor market,which will further lead to the distortion of factor market mechanism,lead to the hindrance of factor flow,and restrict the integrated development of rural industries.Due to the lack of new factors and new drivers,the integrated development of urban and rural areas is difficult to achieve.With the gradual integration of urban and rural relations,urban and rural industries begin to develop in linkage,elements can flow freely and complement each other between urban and rural areas,and the integration of rural industries is also gradually accelerated.At the same time,the integration of rural industries guides the flow of resources and elements from urban areas to rural areas,develops and expands the versatility of agriculture,extends the value chain of agricultural industry,and provides industrial space for the integration of urban and rural development,improves the degree of economic integration between urban and rural areas,and reduces the development gap between urban and rural areas.Based on the law of productive forces and production relations,this dissertation finds the theoretical framework of the development mechanism of rural industrial integration under the three dimensions of "government,market and business subject",and explores the development path of rural industrial integration in the theoretical interpretation and practical test analysis,enriching and expanding the relevant theories of industrial integration.The possible innovations of this dissertation are: First,try to construct the theoretical framework of the rural industry integration development mechanism.Based on the analysis of the evolution background of urban-rural relations,this dissertation proposes the theoretical framework of rural industrial integration development mechanism with three dimensions of "government,market and business subject",which enriches and expands the industrial integration theory and agricultural development theory to a certain extent; Second,the elaboration and development of rural industrial integration mechanism of theoretical interpretation.In this dissertation,the mechanism and internal rules of rural industry integration development are investigated from three dimensions,namely,government support and institutional supply,factor market allocation and operation subject function; Third,the improvement of research methods.This dissertation applies the analytical method of productivity and production relationship,the method of theoretical analysis and practical test,the theoretical deduction and empirical analysis of econometric model,and the comparative analysis method to conduct in-depth research on the development mechanism of rural industry integration.In the part of "three dimensions" empirical test on the integrated development mechanism of China's rural industry,this dissertation used the policy evaluation method(psm-did),fixed effect model and other methods to improve the existing research methods. |
