This dissertation is based on a project in the field of independent innovation capability in science and technology. The enhancement and further construction of independent innovation capability is the key and critical approach to overcome the global economic crisis and to maintain the sustainable development in China. However, currently we are lack of in-depth understanding of independent innovation in science and technology, evidenced by the week theoretical foundation of evaluating independent innovation and the large arbitrariness in the design of evaluation factors, resulting in unconvincing outcomes. Therefore, the objective of this research aims to establish an evaluation system for the independent innovation capabilities in China, by way of investigating the evaluation factors and models in science and technology.The basic idea of this research is to have a comprehensive analysis on the characteristics of an independent innovation in science and technology. It is identified that the competition and cooperation in scientific and technological innovations play a significant role. The current existing evaluation methods for an independent innovation are seriously discussed, with a careful analysis of their advantages and disadvantages. On this basis, this paper takes competition and cooperation as the main subject of quantum game theory and the primary approach to evaluate the capability of an independent innovation, while in theory, adopting the hawk-dove model for the analysis. As a result, the entanglement characterization method of independent innovation capability is proposed and presented hereby. Based on the above theory, a complete set of evaluation system for scientific and technological innovation is established, after identifying and analyzing the corresponding factors in this research. Eventually, taking some institutes of the Chinese Academy of Sciences as the empirical evaluation objects, a preliminary evaluation on independent innovation capability of the relevant science and technology research is conducted, compared with other evaluation methods as well.Based on the analysis of key factors of independent innovation capability at several institutes of the Chinese Academy of Sciences, competition and cooperation are highlighted in the role of science and technology innovation. This paper applies the quantum game theory, for the first time, to analyze independent innovation capability during the evaluation process, establishes the hawk-dove game model of independent innovation in science and technology evaluation, theoretically clarifies the relationship between the independent innovation capability and the key factors of a quantum game, and concludes that the entanglement degree can be utilized to characterize the capability of independent innovation in science and technology.In the principle of completeness, operability, truth, and objectivity, an evaluation system including evaluation factors and weight distribution is established and constructed for evaluating the independent innovation capability in science and technology. As an example of independent innovation data at some institutes of the Chinese Academy of Sciences, the above theory is verified on the correctness and adaptiveness. The same data are compared, with the principal component analysis and other methods as a reference.
