Study On The Science&technology Innovation Capability Evaluation Based On DEA Method

Throughout the development of the world economy，science and technology has becomean important source of economic growth．Science and technology innovation capability has adirect impact on the economic development level of a region．Jiangsu province is one of thebiggest economic provinces in China，but still has gap between developed provinces and citieson the capability of science and technology innovation，so how to improve the science andtechnology innovation capability of Jiangsu province is a theoretical and practical problem。Inthis background，the paper evaluates the science and technology innovation capability ofJiangsu province through establishing the science and technology innovation capability indexsystem．Firstly，the paper defines the concept of science and technology innovation，the capabilityof science and technology innovation，elaborates the significance of science and technologyinnovation evaluation based on a lot of scholars home and abroad。After analyzing theinfluencing factors of science and technology innovation，combines with the progress ofscience and technology innovation monitoring index system，initially constructs the scienceand technology innovation capability evaluation index system from science and technologyinnovation environment、science and technology innovation resources、science and technologyinnovation achievement and economic benefits。Secondly，selects Jiangsu Province as the empirical analysis object，and2006-2010yearsfor the research time，screens the indexes with gray relevance method、correlation analysismethod and coefficient of variation method，constructs the science and technology innovationcapability evaluation index system which suites Jiangsu Province from science and technologyinput and output。Then longitudinally analysis’ science and technology innovation capability evaluation indexes from science and technology input and output，horizontally comprises withdeveloped provinces and cities。At the same time，calculates the comprehensive efficiencyvalue of science and technology innovation capability in13provincial cities with the C2Rmodel，identifies the degree of stability of science and technology innovation capability withthe "reference time" in the13provincial cities； discusses the pure technology efficiency andscale efficiency in13provincial cities with the BC2model，which have effect on thecomprehensive efficiency。Finally，based on the above analysis and comparison results，the paper in-depth analysis’the existing problems of the science and technology innovation capacity in Jiangsu province，puts forward some countermeasure to promote the development of science and technologyinnovation capacity of Jiangsu province。...
