Circular Economy And Low Carbon Economy Coordinated Development Research

No matter how the development of science and technology, humansurvival and development has never reduce dependence on natural resourcesand environment, but because of the natural resource consumption andenvironment worsening, humans began to pay more attention to relationshipwith resources and environment. Since "Ecological civilization" for thefirst time will be written to congress’s political report in the17thParty Congress.In the18th Party Congress,"ecological civilization" asindependent part being discussed clearly put forward "Promote greendevelopment, the development cycle, low carbon development", whichindicates that the party and the state has take the development of circulareconomy and low carbon economy as national strategic.In January2009, the formal implementation of "Circular EconomyPromotion law" in our country provides legal protection for thedevelopment of circular economy. But in our country there is still no lawssuch as "Low Carbon Economy Promotion law" specifically for low carboneconomy development, which makes the development of low carbon economyin our country has no clear legal protection. Although the main body ofimplementation, development goals and implementation method of low carboneconomy and circular economy have strong similarity, but there is asignificant difference of their core connotation and the basic concept,evaluation index between them. Recycle economy is committed to solve thecontradiction of limited resources and unlimited demand, thecontradictions between economic development and environmental protection,and low carbon economy is committed to solve the problem of CO2emissionsgrowth, the problem of high energy consumption, high pollution and highemissions. From high carbon economy to low carbon economy, is not onlythe key to the development of the low-carbon economy, but also theoutstanding problems of circular economy. Developing circular economy canimprove the productivity of energy, reduce resource consumption andgreenhouse gas emissions, provide the basis for the low carbon economydevelopment; Developing low carbon economy can further accelerate the development of circular economy, is advantageous to the improvement andextension of industrial chain of circular economy. Therefore, the studyof the relationship between the circular economy and low carbon economyhelps formulate and improve the related legal and policy of the circulareconomy and low carbon economy, which further promotes and strengthensthe coordinated development of them and provides theoretical basis forthe ecological civilization construction and sustainable development.Firstly, based on the brief analysis of current resources andenvironment in our country, this paper puts forward the problem of therelationship between the circular economy and low carbon economy. Intheoretical foundation part of the thesis, this paper systematicallydiscusses the predecessors’ research achievements on circular economy andlow carbon economy, and summea up the circular economy and low carboneconomy related theory and concepts, analyzes the experience ofdeveloping circular economy and low carbon economy at domestic andoverseas. In the body of the thesis theoretical part, this paper analyzesoperation mechanism and the the relationship and difference between thecircular economy and low carbon economy separately from the enterpriselevel, industrial level and social level. The coordinated developmentmodel of the circular economy and low carbon economy is promote out, andthe scenario analysis of coordinated development between them has carriedon in this part.In empirical research part of the thesis, through the constructionof evaluation index on circular economy development level and the lowcarbon economy development level, using the time series data from1982to2010in our country, the paper studies the relationship between thecircular economy and low carbon economy from the macro level. Theconclusion indicates that there is a mutual promotion between positivecausal relationship. At the same time, using the regional economic ofpanel data in eastern, central and western regional circular economydevelopment level, low carbon economy development level, coordinationdevelopment level is compared and the mutually promoting developmentrelationship is further validated. In the conclusion part of thesis, the thesis analyzes the challenge for coordinated development, the mainproblems and influence factors of the circulation-low carbon economy,on the basis of this the paper puts forward the inherent requirement oflow carbon economy, the development strategy, the structure adjustmentand economic policy, legal system construction, technology innovation,the whole people to participate etc. for the path of the development ofcirculation-low carbon economy. In case part of the thesis, the thesistakes Baosteel group as an example, analyzing the development thinkingand practice situation of the group of circular economy and low carboneconomy to, provide references of the development of circulation-lowcarbon economy for the other iron and steel enterprises or companies.
