The Study Of The Coordinative Development Of Anhui’s Urbanization And Agricuitural Modernization

The urbanization is an important historical process of Human being’ s civilization and progress, as well as economic and social development, which, in modern history, serves as engine for social progress and scale for civilization. The urbanization is one of the biggest topics of China’ s economic and social development. China’s full revitalization is an approaching fact, with which the largest urbanization trend in mankind’ s history is about to come. On the government policy level and scholar’ s research level, the urbanization has been regarded as the only road to Chinese modernization and the biggest varying characteristic of China in this century. The China’s urbanization, as well as the significant theoretical issues about it, will be strategic affairs in the long run that shall affect the great revitalization of China and the goal to build a moderately prosperous society in all respects.The agriculture is the base for national economic development. Taking into consideration the fact of being a big country, the condition of resources, the developing level and future trend, it is clear that two eternal topics will exist--guaranteeing the state food security and increasing farmers’living level. If the state’s food security can not be guaranteed by China’s agriculture, even the world is not able to feed more than1billion people of China, thus the developing stability will be threatened; if the living standards of our farmers can not be improved through the increasing income, the modernization of rural areas will be definitely affected. Furthermore, the coordination between rural and urban areas, the mutual assistance of industry and agriculture can not be achieved, which will be a threat to China’s sustainable growth and the goal to build a moderately prosperous society in all respects.Internationally, the adjustments of global economic pattern caused by financial crises are having in-depth development. Many countries and economies are trying to shift the developing strategy, explore and cultivate new economic growth points, in order to acquire new rising circle and rebuild competitive strength. China’s urbanization rate in2011was51.27%(35%if more than200millions farmer workers are excluded), while according to international experience, the rate between30%and70%is a symbol for rapid increase period. When the energy of traditional industrialization for promoting the economic growth runs out, the urbanization will be the largest potential for domestic demand. According to the World Bank, the China’s national income per head is$4930, ranking China one of the middle and high income Countries. The hardest problem is the disturbing of middle income trap, which should be solved urgently by in-depth transformation of growth mechanism and developing pattern. Only by emphasizing the coordinated developing of urbanization and agricultural modernization, can the imbalance of rural and urban areas and the outbreak of social crises be prevented, which are often caused by drastic expansion of mega cities like in some Latin American countries. The political and social unrests resulting from food insecurity, like in Western Asian and Northern African Areas, can be avoided as well.Using the economic and geographic perspectives, and depending on the basic theories in the field of economics of development, urban economics, economic geography, industrial economics, public economics, and system theory methodologies, this paper takes coordinative development of urbanization and agricultural modernization as the leading clue, and making consideration of the necessity of coordinated growth. In order to find, annalize and solve questions, this paper defines the urbanization, agricultural modernization and coordinated developing mechanism, and formulates the content and measures for coordinative development of urbanization, agricultural modernization. Meanwhile, this paper tries to establish an analytic framework of industrial structure optimization, space structure evolution, rational flow of production factors and fair distribution of public products, through which, the interaction mechanisms of industrial structure optimization, and urbanization, agricultural modernization are studied through the method of industrial structure evolution; the interaction mechanism of the space structure optimization, and urbanization, agricultural modernization are studied through the assembling and expanding roles of space structure; The flow of the factors like labor forces, capitals and lands are studied with the flow mechanism of production factors under the condition of marketing economy; the interaction mechanisms of fair allocation of public products, urbanization and agricultural modernization are studied with the different features and supplying methods of public products. On the base of theoretical exploration, this paper reviews the periods of Anhui’s urbanization and agricultural modernization since the founding of the People’s republic of China, and analyses the features of such periods. The description as well as evaluating indicator system of coordinative development of urbanization and agricultural modernization are illustrated by Anhui’s facts. A coordinating model is established in this paper to evaluate and decide every year’s coordination index of Anhui after1949. Meanwhile, the indexes of17cities of Anhui in2010is figured out, by which the coordinated growth conditions are measured one by one. In the last part of the paper, the methods to propel the coordinative development of urbanization and agricultural modernization are brought out. This paper also includes experiences of coordinated development of four distinctive countries of U. S. A, Japan, UK and Brazil, which have different resources and growth patterns. These include:taking the pursuit of development in a scientific way as the underlying guideline, accelerating the change of the growth model as a major task; taking balancing and coordinating as method, focusing on integrated development; making the upgrading of industrial structure as the foundation for coordinative development of urbanization and agricultural modernization; optimizing the space structure optimization, building scientific and rational layout of urbanization; improving the flow of production factors; increasing the growth efficiency; promoting the allocation of public products. By taking such measures, Anhui wants to equalize the basic public service in rural and urban areas, and make sure to build moderately prosperous society in all respects at the same time with whole nation.
