Research On The Coordinated Development Of Urbanization And Agricultural Modernization In Shandong Province

Urbanization and agricultural modernization are the engines of driving economic and social development, promoting the building of a well-off society, and an important scale to measure the progress of human civilization. It is an important thing that brings high recognition of the Party Central Committee, the Government and the community how to coordinate the urbanization and agricultural modernization.Though there are some experience that has been accumulated in the urbanization and agricultural modernization of Shandong province, it still has many problems. It has great realistic significance and far-reaching historical significance to study the problem of Shandong Province Urbanization and agricultural modernization coordinated development and to boost Shandong agriculture development in front of other province.In the view of economics, we will study the issue of the coordinated development of Shandong province urbanization and modern agriculture, by means of normative research and empirical research methods, system analysis and comparative analysis methods, qualitative analysis and quantitative analysis methods, etc. We also elaborate the connotation and measuring standards of the coordinated development of urbanization and agricultural modernization. Through theoretical analysis, we analyze the relation between the urbanization and agricultural modernization. Some conclusions, such as, urbanization accepting the rural surplus labor force, supporting equipment and agribusiness for the modernization of agriculture, and promoting the development of agricultural modernization by strong market demand for agricultural production; agricultural modernization providing food, human capital,land resources, money and the vast demand of rural population for the urbanization, was drawn.Firstly, by analyzing and summing up the history of Shandong province urbanization and agricultural modernization, and combining the index analysis of coordinated development and case study, we have arrived at the conclusion that there are urban and rural dualistic structure institutional obstacles, farmer citizen institutional barriers, slow progress in moderate scale operation, and disproportion of supplying urban and rural public goods. Then, we find that ensuring food security, defusing resource and environmental constraints, solving the problem of farming, readjusting agricultural industrial structure, and protecting the interests of farmers are key aspect that effects the coordinated development of Shandong urbanization and agricultural modernization. Finally, we put forward the coordinated development path of urbanization and agricultural modernization in Shandong province. Specific paths include:Promoting the coordinated development of urban and rural areas in order to improve land value-added income distribution rationalization, advancing agricultural development quality and efficiency by accelerating the transformation and upgrading of the agricultural industry and improving rural one two three industry integration and development, creating a good environment for urbanization and agricultural modernization coordinated development by the aid of optimizing the layout and promoting the rural comprehensive reform, and providing the endogenous impetus for urbanization and agricultural modernization coordinated development through strengthening the independent innovation of science and technology.For conclusions: It is importance for the simultaneous development of the four modernization that the urbanization and agricultural modernization coordinated development,and also has a far-reaching influence on building a well-off society. One of the main factors that lead to uncoordinated development of the urbanization and agricultural modernization is urban and rural dualistic structure system. It is constantly improve that the coupled coordination degree of the urbanization and agricultural modernization development in Shandong province, but it can not meet the requirements of the economy upgrading with transition. Based on the above analysis and conclusion, the suggestions are put forward as follows: Adhere to innovation, coordination, green, open, and sharing development idea,Shandong regional economic development should change the mode of economic development,seize the principal contradiction and problem, promote industry upgrades and technological innovation, and intensify reform in order to advance a well-off society, protect the basic livelihood for the bottom living, and promote the coordinated development of new urbanization and agricultural modernization.
