According to the report in the18th Party Congress, we should pay emphasis in developing small cities and counties and systematically carry out the agricultural population transfer into citizens so as to accelerating urbanization of rural area. Under the current backdrop of city-repaying-country and industry-repaying-agriculture, the new rural movement, which is characterized as developing small counties and villages and accelerating the urbanization of rural areas, is on its way like raging fire. The reform of pilot spot in small counties and villages is beneficial to the development of overall planning of urban and rural areas, the expansion of domestic need and "Three-agri" Problem, therefore it’s the key point of current task of agriculture and rural area. The urbanization of rural area shall tackle the three key problem, such as population agglomeration, industrial development and infrastructure amelioration. In those underdeveloped rural areas, we can find labor force mostly work outside, scattered villages, industry underdeveloped, lagging behind of infrastructure. Thus, it’s of great importance to know how to accelerate the course of rural area urbanization. In the underdeveloped rural areas, whose labor forces, capital, technologies are not in dominant position. It’s the only way to accelerate the course of rural area urbanization by the optimal distribution of resources. By the entry transaction of rural construction land, mainly house site, we can achieve the improvement of agroforestry production, multiple-cropping index, the efficiency of crop land and provide the condition for comparatively advantageous industrial enterprises. Also, we can establish rights of land development and bring transaction through the innovation of property right system so as to bring forth capital for the construction of rural infrastructure and public service. In this way, the population agglomeration can provide sufficient labor force for industrial development and the agglomeration of industrial enterprise can in turn promote the third-industry development and infrastructure amelioration, which will later attract more people in larger scope and develop economic center in certain area and facilitate the course of rural area urbanization. At the end of the paper, opinion put forward in this paper was confirmed though a two year social experiment on small counties reform plot in a less developed area called ZeMa Town in Guangze County.
