Urbanization development is the only way for the development of national industrialization and modernization,and it is also an objective law and general trend of the development of human society.In 2015,China’s urbanization rate was about 55%,which means that in the past 7 years,China’s urbanization level of about 10 percentage points to achieve an increase.In fact,since 2002 the Party Congress clearly put forward "to gradually increase the level of urbanization,adhere to the coordinated development of large,medium-sized and small cities and small towns,the urbanization path with Chinese characteristics",China’s urbanization development began to enter the stage of stable development.Overall,speeds up unceasingly along with the continuous improvement of the level of social and economic development,as well as the industrialization and modernization development speed,the scale of China’s urban scale and urban population are expanding,structure and regional distribution tends to be more rational,and the important position in the whole national economy and social development of city is also in constantly emerge and gradually deepened.From "take the road of urbanization with Chinese characteristics" to the "new towns" put forward clearly,the path of development of China’s urbanization has been clear,in accordance with the party’s Congress of the relevant statements,that is,to "in accordance with the balancing urban and rural development,rational layout,saving land,perfect function,to the great and the small,promote the coordinated development of large,medium-sized and small cities and small towns".Apparent,"new urbanization" is compared with the traditional development model of urbanization,also is to focus on solving the 80s of the last century since,in the urbanization to accelerate the development process gradually appear a series of problems,including the transfer of rural surplus labor force,the rational use of land,and urban basic public service supply insufficiency and so on.At the same time,according to the Third Plenary Session of the party’s eighteen points out,"new town" road of development is to"promote a human as the core of the urbanization,promote the development of large,medium-sized and small cities and coordinated development of small towns,industrial and urban integration,the promotion of urbanization and new rural coordination to promote.Therefore,from the point of view of the development strategy of the present stage our country urbanization level,"urbanization" development is not only the only way to achieve modernization,but also to speed up the solution to "three rural issues" and to promote the industrial structure transformation and upgrading,promoting coordinated regional development,and keep the whole body of national economic prosperity and stability of the important support and inevitable requirement.Set the development strategy of the new urbanization in China at the present stage,and the actual process of urbanization development and practice situation,this paper combined with land resources optimal allocation of issues related to the series of studies,the study on the basic conditions for the development of China’s new urbanization,path selection,and the development process of the need to pay attention and efforts to solve the related important issues,such as,have a very important theoretical and practical significance.For example,from the point of view of the more prominent problems currently faced by China’s new urbanization development,land transfer,the spatial distribution and "resources and environment carrying capacity",need special and systematic research from the perspective of land resource management.Research in these aspects,with a typical multidisciplinary nature,the present are not fully but relatively insufficient state;in addition,according to the current development of urbanization process,a series of specific issues urgently need to be addressed,such as "land of urbanization over population urbanization and construction land is still extensive etc.,these problems and farmland protection,basic public service supply","local government debt,and resource and environment protection are closely related,and ultimately need to carried out in-depth and systematic research in connection with the perspective of" land resources".Effects on the allocation of land resources of the urbanization development of land resource optimal allocation as the theme,is during the process of urbanization and the land resource demand and supply management and adjustment,and land property rights,land transactions and land reserves,have carried on the theoretical analysis and empirical research.Finally,from the current stage of the development of urbanization in the land supply,use and supervision and so on,the problem of land resources optimization allocation are summarized and analyzed,and put forward the corresponding reform measures.This paper is divided into seven parts:The first part is an introduction.Mainly on the background and significance of this study,literature review at home and abroad,as well as the main research content and methods,such as carding and summary;The second part is the concept definition and theoretical basis.The concept of urbanization,urbanization and new urbanization,and land resources and land economy key definition,summarizes the theory related to the town of land resources in the process of development and utilization of,including land lease,the use of planning and land property rights;The third part is the analysis of the current situation of land resource allocation in the process of urbanization.According to the development of China’s urbanization process and the status quo,this paper mainly from three aspects of land resources supply,utilization and supervision,on China’s current land resources allocation are analyzed,and the main existing problems are summarized;The fourth part is the analysis of the supply and demand of land resources in the process of urbanization.In the demand of land resources,analyzes the evolution of land resources demand in the development of urbanization and the main characteristics,and to the land resource demand gap is analyzed combined with the current reality;in the supply of land resources,the supply of land resources and its status quo,combing the supply of land resources management policy since the founding of new China,and the same analysis of the supply gap;The fifth part is the empirical analysis of the allocation of land resources in the process of urbanization.First,establish the basic model of land resource allocation empirical;secondly,property rights system and optimal allocation of land resources to carry out empirical analysis;thirdly,the land transaction and urbanization in the optimal allocation of land resources to carry out empirical analysis;finally,in view of the influence of land reserve land supply and real estate prices,has carried on the empirical analysis and summarize the existing problems;The sixth part is the countermeasures and suggestions of land allocation in the process of urbanization.According to the analysis and research above,finally,from the urbanization of land supply,land use and land supervision in the process,gives the corresponding countermeasures and suggestions,so as to provide reference for the reform of the land management in our country at the present stage in the process of urbanization.In this paper,the main innovation lies in two aspects:one is comprehensively and systematically examines the effects of the allocation of land resources to the economic growth and the level of urbanization,urban of process in the protection of arable land and the construction land supply management to provide a more sufficient empirical evidence.For example,according to the simulation and analysis of the established the econometric model to analyze the results to verify the efficiency of land resource allocation to enhance the positive effect on economic growth,also found that the level of urbanization promotion and the total amount of cultivated land decrease and the relationship between land supply increased construction.More further,data standardization regression results also show that the in the urbanization development of our country,capital contribution is always the biggest,and the contribution of the allocation of land resources is weak;another is influenced by the evolution of a comprehensive review of the development of urbanization in the process of supply and demand of land resources,and land property rights system,land transactions system and land reserve system,such as,summarizes the change of land supply,land use reform and land and improving the supervision of the main countermeasures.
