Research On The Construction Of China Logistics Management System For Seafood

In recent years, cold-chain logistics infrastructure, equipment and function wasupdated and improved further, and domestic seafood logistics management systemhas been initially founded, along with the promulgation and implementation of aseries of national policies. Perennial problems, such as small scale of production, loworganization and informatization degree, and the lack of integrated logisticsmanagement and institutional arrangement in supply chain, resulted in inefficiency ofseafood logistics and absence of quality safety control and supervision. According tofigures, in China, the flow and corrosion rate of seafood cold-chain logistics was23%and15%in2010, respectively, while the corrosion rate was merely5%in fisherydeveloped countries in the corresponding period. High cost and poor efficiencyrestrained the circulation radius of seafood and leaded to lacking in security guarantee.Thus, how to organize seafood logistics on the basis of guaranteeing seafood securityis an urgent problem for China.This thesis aimed to construct the seafood supply logistics mode which suitedChina fishery economy development from the view of supply-chain management,according to the present situation in China. Therefore, in the supply-chain logisticsmode, seafood logistics quality management system, seafood informationmanagement system, seafood standardization system and seafood logistics operationmechanism were studied and analyzed, and proposals and countermeasures weregiven in allusion to the problems existing in seafood logistics management. By meansof coordinating varieties of logistics resources, it is anticipated to reduce seafoodtrade cost, guarantee seafood security, and improve seafood logistics efficiency. Thethesis consists of seven parts as follows: First, literature review of theories and researches about seafood logisticsmanagement both in China and abroad was made. The concept and features ofseafood logistics, seafood logistics system, seafood logistic management and otherrelated terms were defined and clarified. Based on the summary of development pathof above theories and research frontier, the weakness and insufficiency in theory andpractice of seafood logistics management nowadays was put forward, making point ofpenetration clear and laying theoretical basis for this thesis.Secondly, the inscape and characteristics of seafood logistics managementsystem in China was studied based on its features, pointing out where the problemsexist and their formation mechanism regarding to the management mechanism,logistics operation mode, quality safety control, informatization and standardization.Thirdly, the agricultural products or seafood logistic system, and the content andmethods of logistic management in fishery developed countries, such as United States,Japan, Holland, and Norway, were systematically studied by contrast to absorb theirsuccessful experience for the construction of seafood logistics management in China.Fourthly, guiding ideology, orientation and goals of seafood logisticsmanagement in China were discussed in this thesis. In terms of selecting routine,seafood logistics management had been through the stage of single logistics functionwhich open fair was in the dominant status, and now in the comprehensivemanagement stage with wholesale market predominating and cold-chain logisticcenters or parks taking shape in some fishery developed coastal region Now thosecold-chain logistic centers or parks are gradually developing into supply chainlogistics management stage. The functions orientation of government, intermediaryorganization and enterprises were discussed, too.Fifthly, the framework of seafood logistics management system was constructed,followed by the analysis of every sub-system. The content and demand forconstructing each sub-system, seafood logistics quality management system, seafoodinformation management system, seafood standardization system and seafoodlogistics operation mechanism, was proposed. Sixthly, logistics park management was clarified in details as one of the intensivemode of seafood cold-chain logistics management modes. Logistics park managementpromoted seafood logistics management to transform from single-function elementmanagement into integrative supply-chain logistic management mode by way ofindustries agglomeration effect. This part focused on the analysis of investmentpattern, management mode, operational mode of seafood logistics park and theconstruction of public information platform.Last, countermeasures and suggestion related to the problems existing in seafoodlogistic management in China were given on the macroscopic, mesoscopic andmicroscopic level respectively. A summary of the study, conclusion and furtherresearch orientation in this thesis was made.
