A Strategic Study On Development Of Marine Ecology Fishery In Blue Economic Area Of Shandong Peninsular

Shandong peninsular，close to the yellow Sea and Bohai Sea, is the largestpeninsular in china, with up to3345km coastline, off shore area of159,500km2,more than200bays and abundant in fishery resources, in which fishery productionactivities is an important component of Peninsula Blue Economic. Shandongprovince attaches great importance to the development of blue economy. As far backto the beginning of the1990s, Shandong has first proposed building "sea Shandong"development strategy, which has laid a solid foundation for the blue economicdevelopment.In April2009, President Hu Jintao visited Shandong, stressing that:"We should vigorously develop the marine economy, utilize the marine resourceswith a scientific development view and cultivate marine industries to build theShandong Peninsula Blue Economic Zone." On4th, Jan,2011, the State Councilapproved Development Plan on Blue Economic Area of Shandong Peninsular, whichshows that construction on blue economic area of Shandong peninsular has formallygone up to national strategy. Offshore fishery production is an important componentof the Peninsula Blue Economy, and how to realize sustainable development undernational strategy has important and strategic meanings.To reasonably handle the relation of marine environment, fishery and economicdevelopment, we Shandong peninsular, first of all, must make sure that currentfishery resources won’t be destroyed further. While exploring and utilizing fisheryresources, we have to consider economic rationality as well as bearing capacity ofecological fishery environment. Meanwhile, we need to construct an efficient andwell-organized fishery and economic circling system. To guide fishery sustainabledevelopment with new ideas and to develop fishery with practical and effectiveoptimization model and measure are essential way to improve ecological, economicand social value. Therefore, marine ecological fishery with distinctive characteristicshas been created, including increasingly improved theoretical system, continuallycreative practical methods and constantly emerging economic and social profits. Inblue economic area of Shandong peninsular, there are obviously comprehensiveadvantages of marine space resources, rich and concentrated marine biology andenergy minerals resources, deep marine humane resources, strong bearing capacityof marine ecological environment, so we have conditions and advantages to developmarine ecological fishery. Based on the current situation of marine fishery development of blue economicarea in Shandong peninsular, the writer has referred to considerable relatedliteratures at home and abroad. According to principles of ecology and economics,researching methods of systemic engineering, the writer has started with the basicconcepts and modern connotation of blue economy and marine ecological fisherythough theoretical learning and methodological discussion. The writer has also madeclear the inner relation between blue economy and marine ecological fisherydevelopment based on the situation and issues of marine ecological fishery and itsdevelopment in Shandong peninsular. In accordance to the goal system and modeselection, the writer has built a SWOT structure to analyze both advantages anddisadvantages of marine ecological fishery development in Shandong peninsular. Inthe end, a strategic option on marine ecological fishery of blue economic area inShandong peninsular has been studied and put forward.This paper has put forward the creative concept of Marine Ecological Fisheryand established development theory model and the approach of the MarineEcological Fishery. Besides, it has proposed to some regulatory measures such ascreating closure of fishing areas or marine ecological fishery natural reserve and soon.
