The Research For Food Safety Crisis Administration Mechanism Of Local Government

Food is the paramount necessity of the people. Food is the material foundation ofhuman survival and food safety is the most basic insurance. Food safety crisismanagement mechanism of local government has an important significance on deepeningthe theoretical research of food safety crisis management， perfecting the food safetymanagement function and management mechanism. This paper conducted a deep researchon the food security issues from public management， crisis management theory，institutional economics and other theories; and based on the food security crisismanagement， it carried a research on mechanism in order to put forward feasible policiesand suggestions on food safety problem for local government.This paper is composed of nine parts. The first chapter is introduction， focusing onresearch background of this topic， research significance， research present situation andthe proposal of the basic framework and research methods. The second chapter discussesthe basic experience of foreign food safety crisis management and its inspiration to China.Based on the supervision mode and characteristics of food safety in the United States，European Union， Japan， Canada and South Korea， it elaborates the basic experienceof foreign food safety crisis management and its enlightenment to China. The third chapterprobes into the achievements， problems and reasons in food safety crisis managementmechanism construction. It summarizes the important achievements made in theconstruction of food safety crisis management mechanism of local government; at thesame time， it discusses the reasons which cause these problems.The fourth chapter is themain body of the study. It analyzes the construction of main body and arrangement offood safety crisis management of the local government， under the background of nationalor regional government management system， the value idea of government， politicalgovernance and the governance model.The fifth chapter refers to the early warningmanagement system of food safety crisis of local government. In this chapter， it focuseson the early warning management mechanism of food safety crisis of local government，from the perspectives of early warning consciousness， early warning system， relevantpolicies and regulations of early warning， early warning management institution and theearly warning management technical system. The sixth chapter focuses on the key pointsof food safety crisis management mechanism of local government. Based on the analysis of related factors in critical control point of the mechanism and the crisis management linkof crisis management， it mainly elaborates the critical point control mechanism of foodsafety crisis. The seventh chapter talks over the aftermath of management mechanism foodsafety crisis of local government. It makes researches on food safety crisis managementmechanism concept， current situation， and perfection way of local government. Theeighth chapter refers to assessment mechanism of food safety crisis management. Itmainly explains concept definition， present situation and the way of perfecting the localgovernment food safety crisis evaluation mechanism.The ninth chapter focuses theaccountability system of food safety crisis management. It also elaborates the conceptdefinition， present situation and the way of perfecting the accountability system of foodsafety crisis of local government.The main conclusions and innovations lie in: first， it puts forward thecomprehensive law enforcement mechanism according to food safety crisis managementresponsibility vacancy and offside of local government; second， it systematicallydiscusses the early warning management mechanism， evaluation managementmechanism and rehabilitation management mechanism in the process of food safetymanagement; the third is to systematically explore the establishment of a food safetyresponsibility mechanism for deepening the study of food safety crisis management theoryresearch and improving food safety management functions of the local government whichwould have great significance.
