“Food for the people,food to safety for the first".Since ancient times,China has attached great attention to food safety.Food safety determines the survival and development of human beings,more deeply affect and restrict the harmony and stability of the state and society.However,in recent years,the frequent occurrence and escalation of food safety incidents has become a very prominent problem in public safety,and the public has also directed public opinion to food safety supervision.Government-based food safety regulatory model makes the government in the process of food safety supervision "heavy control,light service" problem,The government has gradually come to recognize the limitations of the "one dominant" regulatory model,and actively explore a variety of regulatory power to jointly control food safety issues,But there are still other regulatory bodies such as the lack of coordination of specific issues,the overall situation of food safety co-governance chaos,Which is one of the main causes of frequent food safety problems in China.This prompted us to food safety supervision in the emergence of specific problems,Analysis of the specific causes of the problem,so as to propose a practical solution to the problem.This paper first introduces the research background and significance of the subject,the research status quo at home and abroad,the research content and the main methods.Then it explains the basic connotation of food safety,food safety supervision,and collaborative governance theory,and introduces the theory of synergetic governance.On the basis of collaborative governance theory,this paper analyzes the food safety supervision in Changsha city comprehensively and deeply.The main problems and the reasons for the problems.The author hopes to learn from foreign governments in the perspective of synergistic governance of food safety supervision of some useful experience for the later proposed reasonable and feasible countermeasures to provide reference.At the end of the paper,aiming at the problems and causes of the above-mentioned analysis,the paper puts forward some countermeasures and suggestions to improve the coordinative supervision of food safety in Changsha,which is to promote the multi-regulation subject to establish the sense of synergetic governance,Food safety governance in the local government coordination mechanism to speed upthe establishment of a sound food safety management of the laws and regulations of the system,improve the enterprise and the government of food safety cooperation governance mechanism to guide the public participation in the five aspects of food safety agreement management recommendations.The research of this paper hope to provide some reference for the government supervision department to make the relevant decision-making and practice of the food safety co-governance in the new period,and to provide some guidance for the food safety supervision dilemma faced by Changsha and even the whole country.
