An Empirical Study On The Equalization Of Basic Public Services In Yunnan Province

The equalization of basic public service is one of the core tasks of public finance, fiscal function narrow down and pressed the differences of area, group, individual due to various causes in basic public services, the differences in basic public services embodies the concept of harmonious and development. At present, more problems about basic public services, especial in frontier minority areas such as Yunnan, the gaps has the tendency to expand in basic public services. Therefore, accelerating the equalization was very urgent. Yunnan was an boundary, mountain and poor province, long-term economy and social development level lagged behind, more historical debt in the infrastructure construction. The provincial level and the overall level of basic public services also has an very big disparity, this paper will analyze the current situation of the equalization in Yunnan province, and discussion on how to promote the equalization of basic public services.Yunnan has an special economy, social and institutional environment, the paper closely around the main content of the construction of public finance, analysis and research the problems such as low level of basic public services and imperfect system of structure in Yunnan province, so as to accelerate Yunnan’s equalization of basic public services. The discussion of this issue will have a positive effect on the social and economic development of Yunnan, improving the public service theory has an important on not only theoretical but also strong practical significance.This article is divided into six chapters.The first chapter was introduction. Mainly expounds the background and significance in research, the review of domestic and foreign research, ideas and frameworks, innovations and deficiency. The second chapter is the related theory of equalization. This part is the basis of the theory of paper. This chapter on the definition and category has also done a basic concept. Mainly expounds the basic public services equalization related theories.The third chapter analyzes the status of the equalization of basic public services in Yunnan province. Building the evaluation index system, using the method of factor analysis respectively from the provinces and cities has carried on the comparative analysis. The basic conclusion, that is, the equalization of basic public services in Yunnan is not high, regardless of the national average and other provinces, there were comparative gaps and imbalances.The fourth chapter analyzed the main reasons of the gap from the angle of the public finance, respectively from the total fiscal expenditure structure, transferring payments, natural and social factor etc.The fifth chapter introduced the experiences about developed countries on the equalization of basic public services, and summed up the experiences and enlightenment.The sixth chapter put forward the policy recommendations, combining the reality of Yunnan, from perfecting the transferring payment, strengthening expenditure management, doing big financial amount, perfecting the legislation, special support and raise the level of equalization in Yunnan province. In this paper, maybe there are two main innovations: One is the research angle of view innovation. This article research from point of the equalization of basic public services in Yunnan region, taking Yunnan for example, analyzed the typical representative of the frontier minority areas, has an important strategic status to reflect underdeveloped minority areas of basic public services problems, and put forward the targeted policy recommendations.The other one is combined with regional characteristics to suggest. This article analyzed the problems of Yunnan equalization from the angle of fiscal transferring payment, financial revenue and expenditure, special factors, highlighted the particularity of Yunnan region.This paper focuses on the empirical research under the guidance of normative analysis, using the method of factor analysis for comparative analysis. There were unified of macroscopic and microscopic, the combination of abstract and concrete, combining qualitative and quantitative analysis, normative and empirical analysis methods.
