The stability of the countryside is first and foremost in the stability ofChinese society, and which must have a sound credit system. Theconstruction of rural credit system is an integral part of measures toaddress the current rural issues. The current focus of debate about thecredit system construction is whether the credit system should be built bythe government or market-oriented approach, and it is supported that themanagement of Government should be unified and the construction of therelevant laws should be accelerated, while the credit moral education isthe key to the construction of credit system. The mature credit system ofdeveloped countries is gradually formed in the development of the marketeconomy, and its development has significant characteristics ofspontaneity. Few Western scholars studied the basic structure of thecredit system, and their mainly concerned credit risk management and theimprovement of credit system. The Transition Economics also focuses oncredit issues. However, researches on building a credit system witheconomies in transition is rare, less is studies on the problems of the ruralcredit system. Because of the vast rural areas, significant regional difference andlarge number of farmers, rural credit system as an important part of theconstruction of social credit system, involves government departments,financial institutions, rural households, rural economic organizations andother social aspects. How to integrate all these aspects of economieseffectively to form a "risk-sharing, shared interests" credit community isa major issue concerned by the major society. The paper attempts to builda new type of rural credit system mode from the micro and macro levels,to improve and enhance current credit environment and credit system ofChina’s vast rural areas, and to contribute to the smooth progress of theconstruction of the new rural area and the completion of a comprehensivewell-off society.In addition to the introduction, the paper is divided into ninechapters.Chapter1is a research-based. Chapter2discusses China’s ruralcredit environment and system reconstruction. The microscopic buildingof new rural credit system by the level of farmer credit, SME level, thelevel of financial institutions was discussed in Chapter3to5. The macrostrategy of the new rural credit system by the level of government creditresearch was discussed in Chapter6. The experience and revelation ofabroad rural credit system construction was studied in Chapter7. Thesafeguard mechanisms and measures for effective new rural credit system was discussed in Chapter8. There are Conclusions and Prospects inChapter9.There are two main innovation of this thesis.Firstly, the constructionof new rural credit system ideas is proposed for the first time from themicro and macro strategic integration perspective. Existing researches arediscusses and solutions to the issue of individual credit subjects, such asgovernment departments, financial institutions, rural small and mediumenterprises and farmers. It was not indicated that system is a wholeconcept, and the fragmented individual cannot be effective in ensuringthe realization of the overall effect. This study proposes the concept ofcredit community an integrated program choice. Secondly is theoperability safeguard mechanism of the effective operation of the newrural credit system. This paper attempts to discuss protection measuresfor the sustainability of new rural credit system and maintenance thecredit of rural credit subjects from the farmers credit evaluationmechanism, the rural SME credit guarantee mechanism, the punishmentmechanism to losing trust of financial institutions, government creditregulatory mechanism.
