Urbanization is the biggest developmental potential in the coming decades in China, which willabsorb more rural population to urban and exacerbate the problem on the low efficiency of rural housingland use as the decline of the rural population. Deepened the reformation of land management systemand perfected the orderly exit mechanism of rural homestead is the key task of our working term, whichwas pointed by Premier Li Keqiang in the executive meeting of the State Council on April3,2013. Butthe homestead unoccupied cannot be used directly and it must be consolidated. Therefore, it isimperative to study on the rural homestead consolidation.In this paper, it selected two different regions with different rural homestead consolidation modesas the study areas for the first time, and carried out comprehensive research on issues of rural homesteadconsolidation from multiple angles. It was aimed at providing scientific reference, which could be usedto deal with rural homestead consolidation work for local governments and theoretical supports andpolicy recommendations for the development of urbanization.In this study, it researched through qualitative analysis and quantitative analysis from boththeoretical and empirical aspects. On the basis of actual survey of two regions with different regionalcharacteristics including FX community in Luoyang city in Henan province and GE town in Jinzhongcity in Shanxi Province, we researched on the driving force, consolidation potential, benefit evaluationand the public to participate in rural homestead consolidation of both regions deeply, and then putforward policy recommendations.As for theoretical analysis, we learned concepts of the urbanization, the rural homestead, the landconsolidation and the rural homestead consolidation. Then, we leaned theories including the theory ofurbanization and the theory of rural homestead consolidation, and then analyzed the relationshipbetween urbanization and rural homestead consolidation, and these theories we considered as theorybasis of this study.As for empirical analysis, firstly, we analyzed the driving force using the grey relational analysis(GRA) and the consolidation potential using the standard method of rural homestead per capita. Itshowed that13factors including agricultural output, food production, agricultural labor quantity, arableland, rural households, rural population, the number of migrant workers, construction land area, percapita income of farmers, gross industrial output value, per capita consumption of farmers, populationout of rural and areas of non-agriculture farmland was the main driving force of rural homesteadconsolidation. Four villages of FX community and34villages of GE town had the potential of ruralhomestead consolidation, and the potential in GE town was more than FX community. secondly, weanalyzed benefits of rural homestead consolidation using the analytic hierarchy process (AHP).Itshowed that Evaluation score of FX community and GE town were0.821217and0.782028respectively,which meant that the benefits of rural homestead consolidation in two regions of was higher, and the project was feasible. thirdly, we researched the public participation in rural homestead consolidation. Itshowed the ratio of the public participation in FX community was higher than that in GE town, whichwas74.27%and54.69%respectively, and used LOGIT model to analysis the influencing factors offarmers’ willingness.In the last, according to the quantitative analysis above, it gave the research conclusion, and potforward the policy recommendations. It pointed out that we should promote rural homesteadconsolidation through broadening financing channels, improving the public participation, taking moreattention to economic, social and ecological benefits, making scientific planning, perfecting the lawsand regulations, and intensifying propaganda and so on.
