Study On Safety Management Organization Structure Of Coal Enterprise

Problems about safety management organization structure in domestic coal enterprises, such as safety department settings, staffing, quality requirement, division of responsibilities, affect safety management efficiency of enterprises directly. By reviewing and summarizing the domestic and foreign literature about organization error, organization error has been found to be the most fundamental potential factors resulting in system failures. Based on the causal analysis model established which considering both organization errors and human factors, accident-related elements of safety management organizational structure are the focus of study. Based on the definition of organization structure and safety culture, this paper summarizes the existing research data and comes to18elements related to safety management organization structure. By the exploratory factor analysis, this paper comes to the elements that constitute the dimensions of safety management organization structure in coal enterprises, i.e. power distribution, specialization, professionalism and coordination mechanism. The models of safety management organization structure and safety performance based on the balanced score card are established and passed validation. On the basis of correlation analysis and structural equation modeling between safety management organization structure and safety performance, Safety management organization structure has significantly positive effect on the four dimensions of safety performance; they are safety, external evaluation, internal management, learning and growth. Between the four dimensions of safety performance there is a significant causal relationship. Finally, problems about safety management organization structure in domestic coal enterprises are discussed.
