Power sector plays an important role in modern society and economic development. However, power sector inevitably leads to the emission of CO2、SO2NOx and soot, which makes environmental problems like global warming、air pollution、 acid rain even worse and sustainable development more unrealistic. The estimation of eco-efficiency lays foundation for establishing and modifying relevant laws and therefore is the basis of environmental protection of power sector. Based on this,all options should be used to reduce the emission of pollutants. A macroscopic scheme might be useful to protect the environment and realize sustainable development.This article analyzed the process of power generation and calculated the ratio of CO2、SO2、NOx and soot to the whole country’s emission of pollutants. Considering current pollution-disposing policies and other scientific achievements, this article described the application and development of carbon emission reduction technology from three sides which could be listed as power generation、power consumption and power grid.This article proposed an efficient eco-efficiency estimation model taking into account the whole process of power sector including all procedures from power generation to consumption. The problem of energy input mismatching with output due to electricity exchange between geographical areas has been properly thought over so the final model could be more accurate and comprehensive in estimating power sector eco-efficiency.Knowing advantages and disadvantages of the usual DEA model, this article has chosen two classic environmental estimation models (Kuosmanen model based on eco-efficiency definition and directional distance function model based on production possibility set) and improved them. These two improved models were applied in eco-efficiency estimation separately. Using30provinces of China as calculation example, the author derived final results and did further comparison. The results have shown that:1) every province tends to have higher eco-efficiency meaning environmental technology has been developing fast;2) results of two models might be slightly different but linear regression revealed positive correlation between them.Base on integrated resource planning, an integrated optimization model of CO2mitigation (IOCM) is proposed. Virtual energy, referring to energy saving capacity in both demand side and the power grid, together with conventional energy in supply side, is unified planning for IOCM. Consequently, the optimal plan of energy distribution, considering both economic benefits and mitigation benefits, is figured out through the application of IOCM.
