Highway maintenance sequence is the order of the highway maintenance which underthe circumstances of achieving the optimal of capital, cost, efficiency and service level.Reasonably prepared sequence conservation is the basis for ensuring the highwaymaintenance work to be carried out in a smooth and orderly way. High-speed highwaymaintenance sequence planning is a complex and systematic conservation strategy. It uses therelevant theories and methods of optimization, and choose the best method of repair planningtechniques to divide the sections of the maintenance road, and it use the pavement conditionevaluation, the pavement performance prediction techniques, and use of limited resources,and choose the appropriate conservation measures, conservation timing and application oftechnical conservation measures to get the greatest benefits with the minimum cost.Based on the fully exploration of the characteristics and the analysis of the systematiccharacteristics of the highway, This paper has built the highway performance prediction, thesequence indicator system planning of highway maintenance, and establish conservationsequence planning model, and apply the model example into practice, to provide a referencefor enhancing the highway maintenance, and the conservation and management capabilities.Firstly, this paper has defined the important role of the highway and sequenceconservation of the need for planning. Determining the objectives and significance of thisstudy and presented thesis technical route, lay the ideological foundation for the study andresearch conditions. What’s more we should establish the awareness that highwayconstruction should be transformed from being the based of construction into both ofconstruction and maintenance, and gradually aimed at being the dominated of conservation.Secondly, this paper has analyzed the classification of highway maintenance engineering,highway maintenance funding sources and calculations; the main factors of maintenance costs;conservation-effective computing; maintenance calculation and analysis of the level of service.It also has analyzed the factors that affecting the pavement performance, to determine to usethe Pavement Quality Index for evaluating the quality of highway maintenance. It hasestablished the PQI evaluation model and summed up the performance of highway asphaltpavement situation and development trend, and has proposed the highway conservation performance requirements. What’s more it has established the asphalt concrete pavementperformance prediction model.Thirdly, this paper has built a highway maintenance indicator system according to theideas of the evaluation index system. It has evaluated the index system of construction, and ithas determined the relative weights of the object that need to be evaluation, and it hasdimensionless extracted and normalized the indicators. The contents of the highwaymaintenance planning decisions index system in this paper are more comprehensive,especially; it takes the capital, cost, program, quality, efficiency and service level as asubsystem to study, which is more in line with the actual characteristics of the highway atpresent stage.Finally, it gives the basis for judgment about the timing of conservation, according toforecasts model and decay model, and it has built the maintenance cost model to estimate thecost. It use the dynamic programming on the highway network-level and project-level fundingunder cost constraints to maximize the benefits of modeling and conservation of modeling,and then optimize the sort, and network-level conservation of sequence planning optimizationmethod, first giving the transitive closure for road maintenance division, apply basic theory,conservation sequence planning application of the model. It has measured, evaluated andanalyzed the capacity and service levels of highway maintenance section applying with thecapacity theory, it also develope conservation plans and programs. Rightness comprehensiveindex sign value the q carry on calculation, and an asphalt pavement maintenance decisionstandard, and application of the model.Based on the above analysis, this paper has made three further results:(1) build ahighway performance prediction models and decay model;(2) build the index system ofhighway planning and conduct the index evaluation;(3) build a Highway MaintenanceSequence Planning Model.
