Transportation is the lifeblood of a city and a prerequisite for the quality of life, Comprehensive transportation system and transportation administrative institution has also become the foundation, precondition and guarantee for a major city especially central city to participate in the global competition, and lay the central city status. With the urbanization and motorization continues to intensify, traffic congestion have become increasingly serious, and the public transportation service level requirements of the product want to be further improved, the functions and role of traffic to provide basic, security and guiding service for the urban economic and social has become more evident.However, to deal with the urban transportation problems, and to build an integrated comprehensive transportation system and transportation administrative institution, can not be done simply through the enhancement of road infrastructure and expanding the transportation service supply, also need to involve multi-layered, multi-faceted content of transportation operation bearing network, construction and management, comprehensive coordination, regulate and control.It needs the horizontal integration of various modes of transportation, professional, and elements, and also need the vertical integration for all aspects of management responsibilities including transportation policy, planning, construction, maintainance, management and service. However, these are inseparable from the unified scientific and efficient transportation administrative institution.This article is an empirical research in the framework of theoretical analysis of holistic governance for the transportation administrative institutional reform. The full article is divided into six chapters. Chapter1is the introduction, introduces the origin, meaning of topic selection and the framework of the article; Chapter2describes the theoretical basis for this article:the theory of Holistic Governance; Chapter3describes the background of transportation administrative institution of the central city, Mainly describes the appearing background, holistic trend and features of the integrated comprehensive transportation system and transportation administrative institution, analysis the facing situation of the transportation administrative institutional reform of Shenzhen; Chapter4starts to analysis the case of Shenzhen transportation administrative institutional reform for the individual case of central city, then summary, induce and analysis the overview and features for the previous transportation administrative institutional reform of Shenzhen.; Chapter5assesses the impact of integrated transportation administrative institutional reform, including the main line of development and basic characteristics of Shenzhen transportation administrative institutional reform, the experience and reflection on the integrated transportation administrative institutional reform in2009; Chapter6puts forward the effective path to consolidate and improve the Shenzhen integrated transportation administrative institution in the areas of development concept, function division, disposition of power and responsibility, organization structure, operating mechanism and laws system, and provide experienced reference of urban transportation administrative institutional reform for the other central city.The author thinks that the holistic governance is a concept with strong concise and explanatory power, and naturally fit for the value orientation and tool selection of integrated transportation administrative institution of central city. Summarized from the literature point of view, what holistic governance emphasize is the holistic operation within government agencies, and responsibility to clear the main, primary and secondary liability, the relevant departments participated in fully cooperation, then focusing on the prevention-oriented, demand-oriented and results-oriented of governance issues, and emphasize the integration of management level, management function and the public and private sectors. Therefore, the author thinks that the essence of concept in holistic governance in management of resources, management system and operational mechanism could be seen as the theoretical support for the large department system, and as a practice result of the large department system in transportation, the construction and development of Shenzhen integrated transportation administrative institution must be able to find reference and guide in the theory of holistic governance. Therefore, the author starts with the five dimensions of function division, disposition of power and responsibility, organization structure, operating mechanism and laws system, analysis in-depth in the historical evolution and prominent feature of Shenzhen transportation administrative institutional reform in the past30years, and discovery the concept of holistic governance throughout the reform, and played an important guiding role in supporting the spirit of large department system reform of "one thing is responsible for one agency", and emphasizing holistic operation between government agencies, achieving the integrated comprehensive in transportation policy, planning, construction, maintainance, operation, management,and service. Finally, the author use the theory of holistic governance, focusing on transportation administrative resources planning, management system integration and mechanism coordination, explores the effective path to consolidate and improve the Shenzhen integrated transportation administrative institution in development concept, function division, disposition of power and responsibility, organization structure, operating mechanism and laws system. It is a new try to study transportation administrative institutional reform in view of holistic governance. In this meaning, this article has some groundbreaking. Though the factors of political, economic, and social is the important of variable on affecting transportation administrative institutional reform, the theory of holistic governance can explain the new situation and new problem on founding the integrated comprehensive transportation system and transportation administrative institution. Holistic governance contribute to enhancing people to realize the important of non-institutional factors besides political, economic, and social, and analysis the importance and necessity on founding the integrated comprehensive transportation system and transportation administrative institution in central city on the view of systematic, comprehensive, scientific. Shenzhen has founded the " one city one transportation authority" mode of transportation administrative institution with international standards firstly in our country, and the holistic governance is the best selection of management tool to explore the Shenzhen integrated transportation administrative institution on organic integration and co-operation between various government agencies and systems.
