The Research On Capability Innovation Of Government Public Transportation Governance

Giving priority to the development of public transportation is an important path for national energy conservation and emission reduction to achieve sustainable development.The quality and level of public transportation services in China have lagged behind the speed of urbanization and cannot meet the growing travel needs of the public.Public transportation services are due to their Special product attributes,in a fully market-oriented and fully administratively regulated environment,are unable to achieve the best public benefits,which also triggers public transportation problems such as government failures and market failures.Who is more effective in providing public transport services is a proposition that China has been exploring in the wave of market-oriented reforms of public services around the world.In the governance network of public transportation,the government has a pivotal position.However,in the process of public transportation governance,the government has a problem of ambiguous functional boundaries.The traditional single governance center concept still exists,and there is no clear understanding of the public interest network in the public transport service,and with the Internet + big data technology In the application of various industries,in the face of a series of public transportation problems caused by the sharing of bicycles,the government has policy feedback lags behind and the feasibility is poor,the subject of governance is still unclear,the scope of functions of thedepartment is unknown,and the regulatory mechanism has not been improved.All aspects of the problem,so this paper by summarizing the problems existing in the current public transport governance,from the perspective of government governance to examine its own governance capacity,and propose an innovative mechanism to build government public transport governance capabilities,should start from the following three aspects: Transforming the concept of government governance,from management to governance;improving the governance structure of government,moving from a single center to multi-center collaborative governance;innovating government governance,establishing a networked governance model,and striving to explore the establishment of an effective new model of government governance for public transportation.
