E-Government Based Integrating Traffic Information Resources

Following continues development of Information technologies, use of information technology to improve management efficiency become a trend. In the field of traffic management, intelligent transportation system (ITS) has been fully applied in the worldwide. With China’s urbanization processing, many cities have tried to improve efficiency of city management using ITS. Operation of ITS is not only based on traditional traffic information, but also mainly based on integrated city management information. However, due to lack of awareness and the overall planning, China’s traditional mode of information technology development created many "Islands of information", which can not share data between systems, resulting in urban management data exist in isolation.For traffic management and intelligent transportation systems, if it is possible to integrated people、vehicles and other material displacement data of social activities into a platform effectively, it would be a great significance of improving traffic management and protecting normal operation of ITS, such as:Logistics companies operating information, event information, municipal construction information, emergency support information, etc. In fact, development of information systems and database in all industries is most completed. If we can build a platform for sharing of traffic-related data and also create an effective protection mechanism, which will comprehensively promote the refinement of traffic management.This article will explore the use of GIS technology as the core E-GOVERNMENT as a platform for the integration of traffic data resources, to establish a Data Sharing platform system to ensure traffic data exchange. This article proposed a PCPT model to promote the integration of traffic data resources for the majority of users’access to traffic information, load professional traffic information, set up the Transport Operational System. In this way, traffic information service can be seamlessly embedded into the existing office application systems of the transport sector, and to solve current difficult issues of technical difficulty, high construction costs, long development time, update and maintance in the past.This article established a PCPT model, use of PCPT model analyze the necessary conditions for the exchange of traffic information, and find out the formation of the RING OF INTEREST. RING OF INTEREST (referred to as ROI) is basis for different social organizations or individual sharing traffic information with the E-GOVERNMENT. The size of RING directly determines willingness of the organization or individual sharing and exchanges their traffic information. Therefore, the analysis and quantify the ROI is helpful for finding the feasibilities of different organizations and individual access the platform, and also provide decision support for E-GOVERNMENT integrating traffic data resources.The size of ROI is determined by the number of factors. Different objective conditions in different cities and regions may cause different results of ROI. Therefore, this paper studied the use of Analytic Hierarchy Process (referred to as AHP) to accurately estaimates the size fo ROI. AHP is widely used in social management and development of many decision-making, mainly used to find out the extent of total properties of number of different things having a common feature. The sharing of traffic information in this article was appointed as a common feature of number of different things. A characteristic of different departments, units, and personal use of GIS based E-GOVERNMENT platform for traffic data exchange reflects extent of their respective of sharing traffic data resources.This article uses the PCPT model for forecasting and planning on the WENJIANG E-GOVERNMENT integration of traffic information resources case. With the predicted results of the PCPT model, WENJIANG carried a project of traffic information resource integration. Nearly2years practice in WENJIANG prove that the feasibility of using E-GOVERNMENT platform for traffic information resources integration.According to theoretical research and practical application, this article created a theoretical system of integration of all aspects of society traffic information resources and found a way to integrate different areas of traffic data. This study results also play an important significance for the development of ITS and construction of digital cities in the future.
