The convening of the Third Plenary Session of the Eleventh Congress markedthe beginning of the new era of reform and open-up. The nationality work of theCommunist Party of China has also entered a new period of development aftersevere setbacks. CPC has persisted in integrating Marxist nationality theory with thespecific realities of nationality issue in China, pushed forward unrelentingly theapplication, development, and innovation of Marxist nationality theory and as aresult has formulated a whole set of socialist nationality theories and policies withChinese characteristics. In addition to their significant and far-reaching bearing ondoing a good job in nationality work, maintaining national unity, and ensuring ethnicsolidarity and co-prosperity of all nationalities, systematic research on and strictimplementation of these theories and policies can also provide the party and thegovernment with effective guidance in better handling nationality issue andformulating nationality policies.Using Marxist nationality theory as guidance and taking the nationality theoriesand policies of CPC in the new period as its object of research, the presentdissertation summarizes and systematizes the guiding nationality theory of the CPCin the new period and the essential contents of the nationality theories and majornationality policies formulated under its guidance, with the historical process of theformulation and implementation of these theories and policies as its setting. Fromthe perspective of the history of CPC, the great achievements of CPC’s correcthandling of the nationality issue are evaluated and its valuable experience in thisrespect is summarized, on the basis of which the innovation orientation of CPC’snationality theory and policy is expounded.The dissertation consists of three parts, namely the introduction, the body and theconclusion.The first part, that is, the introduction,deals with the value of dissertation, thestatus quo of research in this field, the methodology used in the present research, and the innovations and limitations of the dissertation.The second part, which comprises chapters one to seven, forms the body of thedissertation. In this part, the nationality theories and policies of the CPC are delvedinto from the perspective of the historical basis of their formulation, the historicalprocess of their implementation, their essential content and overall evaluation. Afterreflecting on the lessons to be drawn from the nationality work in the period from1957to1966, chapter one points out that the nationality work has entered a new erain the new period after the severe setbacks, with a view to contextualizing theformulation of the nationality theories and policies of the CPC in the new period.Chapter two retraces the evolution of the nationality theory of the CPC since thebeginning of the new period, expounding on the nationality theory of Deng Xiaoping,the nationality theory contained in the Three Represents theory, the historical context,historical basis, and essential content of the nationality theory in the theory ofScientific Outlook on Development. Taken together, these theories constitute thesystem of socialist nationality theory with Chinese characteristics, which is also thesystem of theory guiding the nationality work in the new period.Chapters three to six discourse on the nationality theories and policies of theCPC since the beginning of the new period, with emphasis on summarizing theachievements that have been attained in the innovation in nationality theory andpolicy between the years of1978and2009. Chapter three introduces the nationalitytheory of CPC, including the connotation, the basic features and the law ofdevelopment of nationality, the scientific connotation and basic features ofnationality issue, the nationality issue in the socialist period, and the approaches tosolving problems that arise in nationality issue.Chapter four first expounds on thetheories and policies of national equality in the new period from the followingperspectives: that true national equality should be taken as the point of departure,that all nationalities should be treated equally, and that the legitimate interests of theminority nationalities should be safeguarded. Then, it proceeds to expound on thetheories and policies of national unity in the new period from the angles of the ThreeInseparables, constructing a new socialist relationship between nationalities andthe measures to strengthen national solidarity.In chapter five, the theories and policies of regional national autonomy of CPC is examined in great detail, withstress laid on the superiority the system of regional national autonomy and itsperfection in the new period, the importance of the work of selecting cadres ofminority nationalities and the relevant theories and policies. Chapter six is anexploration of the road to co-prosperity of all nationalities. It holds that the theory ofdeveloping the economy in the ethnic regions should be taken as the guidingprinciples, and measures such as financial support, poverty relief anddevelopment,west development strategy and coordinated cooperation should beadopted to attain the objective of co-prosperity. Chapter seven first carries out anoverall evaluation of nationality theory and policy of CPC in the new period and theeffectiveness of their implementation,and then summarizes the historical experiencein nationality work, pointing out that noteworthy achievements have been attained inthis field.The third and last part is the conclusion of the dissertation. The systematic andcomprehensive research on the nationality theory and policy of CPC as carried out inthis dissertation indicates that in the face of the challenges currently confrontingnationality work,innovation is imperative in formulating nationality theory andpolicy in accordance with the changing situation. On the basis of summing up pastexperience, the dissertation comes up with possible ways for innovation innationality theory and policy.
