From the national level, improving the peasants’ leagal quality is conducive to the nation’sideological and cultural construction; whether the peasants’ leagal quality is high or lowdetermines the civilization level of the whole society. The leagal quality of the whole nationaffects and determines the process of ruling the country by law, and the peasants’ legal quality isthe basis of ruling the country by law. Because the peasants still account for over48%of China’stotal population. The peasants’ leagal quality determines the overall quality level of the wholenation. Meanwhile, compared with the citizens, the peasants have fewer social resources andpoorer applications to modern educational methods. This requires the country and the society topay great attention to the peasants’ leagal quality education, and to increase the investment in thepeasants’ leagal quality education in all aspects, but also needs the active involvement of socialfactors to pave the way for the peasant’s leagal quality education. The peasants’ legal qualityeducation is an important and effective way to improve the peasants’ legal quality. From theindividual point of view, our socialist market economy is the economy ruled by law, so thepeasants should have some certain legal quality in order to adapt to the socialist market economy;the peasants should have some certain legal quality in order to fully realize the grassrootsdemocracy, and to make the democracy institutionalized and legislated at the grassroots level; thepeasants should have some certain legal quality in order to become a qualified subject inconstructing the new socialist countryside. The legal quality has become one of importantindispensable qualities of the contemporary peasants. The country would not progress without thepeasants’ progress; the country would not be modernized without the peasants’ modernization.And the progress and development of the country and the stability and harmony of the society areboth in urgent need to improve the peasants’ leagal qualities. Therefore, improving the peasants’legal quality is an important factor and force in promoting the process of ruling the country by lawand in achieving a harmonious society; and education is the important way and means to improvethe quality. It is essential to study on the peasants’ leagal quality education for enhancing thepeasants’ leagal quality. The ultimate goal of the education on the peasants’ law quality is, througheducational means, to enable the peasants to master certain legal knowledge, to enhance their legalawareness, and finally to use legal means to safeguard their legitimate rights and interests in reallife.This thesis hopes to further promote and facilitate the construction of the education theorieson the civic legal quality, and to enrich the quality education theories by the study on the peasants’legal quality education. During studying the education theories of the peasats’ legal qaulity, whenwe study the particular group,"the peasants", we need to use specific research methods in order to make the conclusion convincing with the theoretical persuation and practical feasibility. Thisthesis uses comparative analysis, taking questionnaires, literature analysis and other methods forthe particular group "the peasant" in the study process of the peasants’ legal quality education.Through the comparative analysis of the peasants and the citizens, the author finds that thepeasants are characterized by relatively scattered residence, relatively simple lifestyle andrelatively sentimental ways of thinking, etc, and these characteristics are important bases todetermine the contents and the methods of the peasants’ legal quality education. Through thestatistical analysis results of the questionnaires, we objectively and rationally recognize that thereare three aspecs in the current situation of Chinese peasants’ legal quality---their lack of legalknowledge, their lack of legal awareness and their less capabilities of abiding by the law orapplying the law. By reading and analyzing of the literature, we understand more about thedevelopment and the currrent situation of Chinese countryside and Chinese peasants. This thesistakes the constitute of the peasants’ legale quality, namely the legal knowledge, the legalawareness and the legal practice acts, as a consistent thread running through the whole thesis, todiscuss the constituent elements of the peasants’ legal quality education within these three parts; itexpounds the constituent elements of the peasants’ legal quality education practice. This thesis isdivided into five parts: the first part is the interpretation on the basic concepts related to thepeasants’ legal quality education; the second part analyzes the constituent elements of thepeasants’legal quality; the third part expounds the contents of the peasants’legal quality education;the forth part expounds the current situation of the peasants’ leagal awareness, the contents thatneeded to be enhanced and the way how to enhance; and the last part studies that the basicconditions of cultivating the peasants’ legal thinking patterns and the ways to cultivate thepeasants’ leagl behavior patterns. It is almost blank on the study of the peasants’ legal education inthe current academic circles. This thesis hopes to provide the bases for the practice of the peasants’legal quality education, and to make some modest contributions to enhancing the peasants legalquality, by analyzing and expounding the constituent elements of the peasants’ legal qualityeducation.
