At present,China's education has entered a new era based on the premise of educational equity and taking into account the quality of education,and the connotation of rural compulsory education has also changed with the times.Fair and quality education is an inherent requirement of the right to education,and fairness and quality are regarded as the new connotation of rural compulsory education.Educational fairness emphasizes the guarantee that all school-age children and teenagers can go to school to receive education and have fair development opportunities;education Quality is to emphasize that all school-age children and adolescents can receive the same high-quality education in the education process,including at least a high-quality educational environment,high-quality teachers,etc.Fair and high-quality education is an organic combination of the two.Rural compulsory education in China is still facing problems in terms of fairness and quality.From the perspective of equity,there are still forms and substantive inequalities in rural compulsory education;from the perspective of quality,there are still poor rural school running conditions and rural students.Problems such as low quality of students and backward teaching methods of rural teachers.From a legalperspective,the main reasons for these problems are: the relevant legislation is not sound and lacks operability;the administrative security is not enough,and the financial system,related law enforcement and supervision still need to be strengthened;there is still a lack of judicial security,The existing litigation relief and appeal system still has defects.In order to achieve the development of fair and high-quality compulsory education in rural areas,combined with the current status of the protection of rural compulsory education in the legislative,administrative,and judicial aspects,we finally put forward suggestions for improvement from these three aspects.In terms of legislation,first improve relevant legislation and strengthen operability,improve the quality of rural compulsory education laws and regulations,and establish a weak compensation mechanism according to the characteristics of rural compulsory education;increase relevant investment in law enforcement,strengthen government supervision responsibilities,and set up local education Supervision agency;in terms of judicial relief,improve the existing complaint and litigation relief system,and establish a public welfare litigation system for rural compulsory education.From a larger scope,it provides a strong legal guarantee for the fair and high-quality development of rural compulsory education.
