Education is a basic approach to the development of human resources and has become the critical factor to transfer the disadvantage of demographic pressure to the advantage of human resources. Vocational education has become the effective way to rapidly improve the skills of workers.In the underdeveloped areas, especially the ethnic areas, education has become a critical element to transfer the disadvantage of demographic pressure to the advantage of human resources. Vocational education is especially the key factor for poverty elimination. Vocational Education and social development are inseparably interconnected. On one hand, social and economic development provides broad space, more resources and solid foundation for the extensive development of vocational education. On the other hand, vocational education cultivates the extensive number of practical and technological talents, and promotes the social progress and development through the improvement of labor skills and correspondent productivity.After the reform and opening-up policy, the secondary specialized school and the technical school have been recovered and developed. Dependent vocational schools at various levels have been established in the ethnic areas. They are ethnic vocational education and educational system for the adults characterized by collaboration among different educational institutes, and multichannel, multi-standard and multiform cultivation and training. They aim at the cultivating the primary and secondary practical talents for the ethnic areas and change the regional educational structure profoundly. The existent vocational education involves many specialties, broad fields, large number of students. At present, various kinds of vocational technical schools in Guangxi province have attained a definite development and strengthen the construction of education team.Vocational education in the rural areas of Guangxi province develops primary and secondary adult education and training with adoption of flexible educational forms and combination of economic characteristics of local areas in order to satisfy the educational demand of local rural areas, make most of the incoming labor force educated and become the center of consulting and promoting practical technology for the farmers of local areas. They are characterized by being actual, practical, and effective. The people graduated from these vocational technical schools have become the important human resources to promote the economic and cultural development of the local areas.Although vocational education has developed very well, there is still a gap between its development and rapid economic growth in Guangxi province. Therefore, good development of vocational education in Guangxi province requires both the active participation of government and encouragement for a variety of investment from other economic subjects.The main forms of social organizations participating in the vocational education include social groups, foundations and private non-enterprise organizations. The basic ways of participation include cooperation between schools and enterprises, training center and colleges for workers and staff. They have significant impact on the secondary and higher vocational education of local areas.Generally, the main achievement of social organizations’ participation into the vocational education in Guangxi province is the improvement of special skills for the labor force, promotion of the access for people to vocational education, and the good impact on the implementation of national education policy. Three remarkable characteristics of them are to establish good cooperation with local government, to provide training in accordance with social demands, and to establish multi-cooperation with other organizations. The constraints on the vocational education include imperfect lawful policies and related institutions, relaxed legal enforcement, comparatively higher permission restricts regulated by the government.This thesis gives some policy suggestions on the promotion of social organizations’participation into vocational education based on the problems illustrated in it. It points out that the government should provide good investment environment, encourage the participation of social organizations and deal with the relationship in the dual educational system correctly, and the schools should take full advantage of policies. Moreover, it also suggests that the government should strengthen the educational training of these organizations and their internal governance, and promote the experience exchange among these organizations. Legal regulation, educational guidance, inspection and supervision, exchange and learning should also be strengthened to regulate act of the social organizations’ participation into vocational education.
