The Third Plenary Session of the 18 th CPC Central Committee proposed that the realization of the governance system and capacity modernization should be a strategic goal,meanwhile emphasizing the need to innovate the social governance system,improve the social governance methods,and fully stimulate the vitality of social organizations.Then,the 19 th National Congress of the Communist Party of China further proceeded from a strategic height and put forward a series of new requirements for the realization of the modernization of the national governance system and governance capacity,and vigorously promoted the modernization of the national governance system and governance capacity.The proposal of the goal of modernizing the national governance system and governance capacity indicates the beginning of a new era of governance in China.The concept of governance and the introduction of innovative social governance methods have opened up a great space for the participation of social organizations in social governance in China.Social organizations will play an important role in the future social governance because they help to promote the government's transformation of functions and improve the level of social governance.However,due to various reasons,the ability of China's social organizations to participate in social governance is still limited,and it is necessary to further stimulate the vitality of social organizations.In the existing research literature on how to stimulate the participation of social organizations in the vitality of social governance and the discussion on why the function and role of social organizations in China in social governance are extremely limited,scholars have not achieved a complete consensus and there are some differences.Some scholars believe that social organizations have excessive resource dependence on government agencies,which makes it difficult for them to exert their effectiveness.Some scholars also say that the government's regulation of social organizations is greater than the policy of cultivation,which restricts the development of social organizations.Through detailed empirical research,it is concluded that the insufficiency of social organizations' own capabilities is the main reason for their ineffectiveness in governance.However,the author tends to think that the more important reason for the ineffectiveness of social organizations to participate in social governance may be the ineffective incentives and information failure faced by social organizations,that is,social organizations lack incentives to provide public goods or services to the public,or because the information collected by the organization is false or loses its value for not being used,resulting in the inability of social organizations to provide public goods or services that the society needs.In view of this,this paper selects two social organizations as the case,uses the mechanism design theory to construct the analysis framework of the incentive dimension and the information dimension,conducts a deep analysis and sketching of the case,and tries to find the intrinsic factor that affects the vitality of the social organization,that is,it aims to find whether because of the Ineffective social organization incentives and information failures,social organizations can not able to provide the public goods or services that society needs,and thus lack vitality.The author expects that the paper can provide some theoretical references and possible references for stimulating the vitality of social organizations in China.This article is divided into five parts,the chapter layout is as follows:The first part: The introduction first introduces the research origin,research background and research significance of this research.Secondly,it points out the theoretical perspective,research ideas and research methods used in this research.Finally,it points out the possible innovations and shortcomings of this paper.The second part: This part reviews the research on social organizations at home and abroad,focusing on the research of social organizations participating in social governance and the related research results of social organizations and government relations.The third part: This part focuses on the concept,attributes,classification and the necessity of participating in social governance of social organizations.It also briefly discusses the development and current situation of social organizations in China,and points out the current lack of vitality of social organizations in China..The fourth part: Firstly,the two selected cases are briefly introduced.Secondly,the analysis framework based on the mechanism design theory makes a detailed and specific analysis of social organizations' participation in social governance.The fifth part: According to the analysis of the concrete practice of the two social organizations participating in social governance,try to summarize and summarize the key factors that stimulate the vitality of social organizations,and make some possible explorations to stimulate the participation of social organizations in the social governance.At the same time,this study is carried out to explore the applicability and inadequacies of the theory,in order to provide more operational experience for social organizations to participate in social governance.
