China has achieved a world famous success in economic development sinceReform and Open. However, the structural unbalance of interest distribution has becomea common sense among many researchers in China issue. How to promote theadjustment and optimization of the structure of interest distribution by deepeningdistribution reform, for the purpose of realizing the sharing of the fruit of reform anddevelopment among people, has been a significant problem that has to be resolved inthe course of building a well-off society in all-round. From the prospective of politics,the unbalance of interest distribution coupled with the transformation of economy andsociety also raises a new demand for the transformation of state governance of whichthe building of the state governance capacity is a very important part. The aim of thisdissertation is to answer the question that what kind of state governance capacity isnecessary for the adjustment of interest distribution and how to promote distributionreform by the building of state governance capacity. Based on the hypothesis thatdifferent distribution segments need different state governance capacity, the general ideaof this research is to explore problems of state governance capacity which exist indifferent distribution segments and how to handle it. According to this, the dissertationis separated into6parts: The first part is introduction. This part mainly introduces the background of thebuilding of state governance capacity from the perspective of distribution reform andthe reason why choose it as the research topic. On the base of literature review, thefollowing content shows the possible innovations and shortages of this article, andelaborates the basic research idea in order to make preparation for the unfolding of themain body of the dissertation.The second part mainly analyzes the correlation between the building of stategovernance capacity and distribution reform. On the base of defining the basic concepts,this part manly aims to construct the internal connection between distribution reformand the building of the state governance capacity in order to provide a basic theoryframework. In this course, this article takes the mainstream trichotomy which dividesthe distribution process into three basic segments including the primary distribution,secondary distribution and tertiary distribution. On the base of the division, propose thatthe state governance capacity includes the capacity of coordination and development,the capacity of extraction and payment, and the capacity of guidance and management.The third part mainly analyzes the capacity of coordination and development inprimary distribution. This part mainly focuses on the current situation that the increaseof the income of citizens falls behind the economic development and the increase oflabor rewards falls behind the improvement of productivity. Therefore, it is necessary tomake ‘two synchronousness’ the guide of primary distribution and strengthen the statecapacity of coordination and development. In respect of promoting the synchronousnessbetween the increase of income of citizens and the economic development, differentsteps should be taken for the different income department in primary distribution. Forthe citizens department, it is very important to build and improve the unified labormarket as well as try to increase citizens’ wealth income. For the enterprise department,it is necessary to build and improve the fair play mechanism among different industry and enterprise to rationalize the profit level and its distribution. And the governmentdepartment should strengthen the optimization of the structure of tax on the base ofkeeping macro tax level steady. For the purpose of promoting the synchronousnessbetween the increase of labor rewards and productivity, it is necessary to strengthen theprotection for the rights especially the collective rights of workers, at the same time,build and improve wage regulation dynamics by taking the raise of minimum wages asthe breakthrough.The fourth part mainly analyzes the capacity of extraction and payment insecondary distribution. In this part, we take the two proportions which mean theproportion of fiscal revenue to GDP and the proportion of central fiscal revenue to thetotal fiscal revenue as the hypothesis of the secondary distribution. On the base of it,this article retrospect the reform of financial reform since1980s, pointing out that theevolution process of the state financial capacity presents a U curve and the turning pointis the tax-sharing reform in1994. This reform strengthens the capacity of extraction onthe whole by raising the two proportions effectively, but the structure of the extractivecapacity is not ideal enough. The inflated housing price which is brought by the rise ofland-based finance squeezes the develop space of middle class, which goes against theformation of olive type distribution structure. In order to solve this problem, it is oughtto turn the dependence of local government on land transactions to land holdings. Inrespect of financial payment, it is ought to strengthen the optimization of the structureof financial payment on the base of keeping the relative scale of financial payment at acertain level; and handle inter government relationships properly on the base of theconsistency between power and responsibility to promote the match betweenresponsibility and expenditure. Through deepening the reform of the managementsystem of financial expenditure, enhance the will and capacity of people’s livelihoodoriented fiscal spending and improve the performance of fiscal spending in terms of optimizing the distribution structure.The fifth part mainly analyzes the guidance and regulation capacity in tertiarydistribution. In this part, we first retrospect the change of China’s understanding ofsocial charity and the basic development process of Chinese social charity since reformand open. Although social charity as tertiary distribution develops fast, and has positiveeffect on the optimization of distribution structure, it suffers a lot of shortages. From theperspective of state governance, it is necessary to guide and regulate the tertiarydistribution by means of law systems, financial and taxation policy and ideology.The last part is the conclusion. This part first echoes the background and theresearch origins referred in the introduction and summarizes the basic idea and maincontent of this article, at the same time, point out the shortages of the current researchand the direction of further research.
