Difficulties And Countermeasures In The Development Of Chinese Deliberative Democracy At The Grass-roots Level

In recent years,under the leadership and promotion of the party and the government,deliberative democracy at the grassroots level has developed dramatically all over the country.At present,the practice forms of Participatory and Deliberative Institutions in China include rural democratic consultation,the urban council and collective wage negotiation.These various systems facilitate the practice of deliberative democracy and help rich the experience for deliberative democracy studies in China.In this context,the democratic consultation in Wenling becomes prosperous,which is seen as a success of Participatory and Deliberative Institutions in China.From the beginning,the local party committee,the government and some self-governing organizations at village level take full advantage of the consultation by asking the people to engage in political negotiations,releasing some power to the people and cooperating with the people,which change the way government behaves.Government becomes good at governance instead of political gaming as before,which enhance the in-depth development of Grassroots Consultative Democracy.As an innovative system origins from the basic social level,the democratic consultation in Wenling can serve other areas as a model for the practice of Grassroots Consultative Democracy in China,which makes great significance.This essay uses Wenling's Democratic Consultation as a case study,it will analyze how this system is operated and the difficulties encountered during the implement,then it will draw some lights on the policies for further development of China‘s Grassroots Consultative Democracy.There are five chapters in this paper.The first chapter is introduction,in which the background and significance for this study will be explained,with reference to some literature reviews.The second chapter will discuss some key theories of China‘s Grassroots Consultative Democracy,it will compare and contrast Deliberative Democracy and Democratic Consultation,and then analyze the theoretic basis for the development of Grassroots Consultative Democracy.The third chapter assessed the achievements of Wenling's Democratic Consultation and elaborated the current situation and possible barriers for the development of china's Grassroots Consultative Democracy.The fourth chapter proposed some solutions for future development of china's Grassroots Consultative Democracy with reference to Democratic Consultation.The last chapter is conclusion,which summarized the key points of the paper.
