Research On The Development Problems Of Deliberative Democracy With Chinese Characteristics At The Grass-root Level

It is pointed out in the third plenary session of the 18 th CPC(i.e.Communist Party of China)that deliberative democracy is an important form of socialist democracy.As to practical issues involving the vital interests of the people,extensive consultation should be carried out in the whole society before or in the midst of decision-making.After years of theoretical interpretation in academic circles and explorative practice at grass-root level,Deliberative democracy naturally becomes the kernel issue of democratic political system arrangement in China.By sorting out the democratic theory of the classical Marxist writers,deliberative democracy with Chinese features and western deliberative theory,theoretical basis for the development of deliberative democracy with Chinese characteristics at the grass-root level was clarified.At the same time,actual opportunity of deliberative democracy with Chinese characteristics at the grass-root level was deeply recognized,that is,grass-roots autonomy got into trouble,interests game was normalized,and individual media age was lack of positive interaction.On the basis of deep analysis and reflection of academic circles to the practical cases of deliberative democracy at the grass-roots level,the connotation and practical exploration of deliberative democracy with Chinese characteristics at the grass-root level were summarized.Through the analysis of deliberative democracy and description of concept definition and basic characteristics,the connotation of deliberative democracy was preliminarily interpreted.Under the current actual background,in which social public interests sharply increased and the interest-expressing mechanism lose balance,based onthe practical situation of exploration on deliberative democracy at the grass-root level,problems in the development of deliberative democracy at the grass-roots level were discovered,such as,consultation mechanism is not sound,negotiation body has obvious problems,negotiation skill is not mature.Based on these analyses,measures for the development of the deliberative democracy at the grass-roots level was put forward.The level of institutionalization of deliberative democracy at the grass-roots level should be improved,the cultivation on the main body should be speed up,and the space of consultation management skills should be expanded.
