The Research Of Chinese Deliberative Democracy At The Grass-roots Level

Deliberative democracy is a democratic theory, in the late1980s, rising under thepolitical background of the representative system as the core in the west, China’sdeliberative democracy is also conceived in its special environment, a non exotic, withthe different unique connotation from the west, the ancient Chinese culture of harmony,Marx’s theory of democracy, the social nature of the people are masters, providing abreeding ground for the growth of deliberative democracy. The grassroots has alwaysbeen the birthplace of our democratic politics and the test field of our democratic practice,the grassroots deliberative democracy is not only a part of China’s grassroots democracy,but also an important part of China’s democratic politics, in recent years, its developmenthas achieved encouragingly, yet there are some problems to be dealt with.Based on Marx’s theory as guidelines, combined with the actual situation in Chinaand the concrete practice of deliberative democracy at the grassroots, analyzing thegrassroots deliberative democracy comprehensively. This paper consists of four parts,introduction, overview of China’s grassroots deliberative democracy, the status ofdeliberative democracy, and countermeasures to strengthen the grassroots deliberativedemocracy. The main contents are as follows:In the introduction, firstly this paper gives a brief description of why choosingChina’s grassroots deliberative democracy as the research object, and then summarize thestatus of academia research on this subject, on that basis, to clarify the research methods,as well as to study the innovation of the grassroots deliberative democracy and so on.In the first part, it describes the representative scholars’ perspective of deliberativedemocracy, and summarizes the meaning of western deliberative democracy; comparedto western deliberative democracy theory, combined with the China’s traditional politicalculture and special national conditions, summarizing the connotation of deliberativedemocracy with Chinese characteristics, based on that, reaching the meaning of China’sgrassroots deliberative democracy. Secondly, compared with the other aspects of thedeliberative democracy of China, to illustrate the unique characteristics of China’sgrassroots deliberative democracy. Finally, from the practice of the party’s mass line, torealize the people are masters, resolving social conflicts and discusses the significance of strengthening China’s grassroots deliberative democracy.In the second part, it analyzes the current situation of China’s grassroots deliberativedemocracy. Divided into three levels, firstly, it achieved much in deliberative methodsand deliberative bodies; secondly, from the deliberative bodies, the enthusiasm of themasses to participate, participate in efficiency and the problems in practice are discussed;thirdly, analyzes the causes of the problems from the participation of the masses, thesupervision and the awareness of the importance of deliberation and so on.In the third part, strengthening explore countermeasures to China’s grassrootsdeliberative democracy. Our grassroots deliberative democracy has significantachievements, but there are also many problems, aiming at these problems, this paperputs forward suggestions for improvement from improving the material level,institutional level, cultural level.
