Two-Level Games theory has been developed quite perfect since1988, researchfield also extended from international trade to arms control, regional integration. It notonly highly rose attention in the field of international relations, but also referenced bynegotiation and other disciplines. Over the past twenty years, the scholars analysis thecentral government power distribution system, the electoral system, political traditionand the political culture on the influence of Two-Level Games, analysis the interestsgroups’ influence on the Two-Level Games. The author believes that the researchabove neglect direct interaction between the international and domestic actors. In theoriginal model only the central government could establish directly relations.The author believes that, the original theoretical system can explain Centralizedsystem state very well, but can not well explain the pluralistic power system state.Under the multiple centers of power mechanism, the transnational alliances is a largerole for Two-Level Games. The article summarizes the five elements of transnationalalliance, five steps required for establishing multinational coalition, and the impactof transnational alliance in four aspects. The article put forward the researchhypothesis: a transnational alliance will greatly enhance union bargaining power, andthe more domestic power is decentralized, the more obvious the effect of transnationalalliance.The article analysis of the Sino-Japanese relations since1928to1937, find outthe transnational alliances across political boundaries during the period, examine theirimpact on Sino-Japanese relations. Through case analysis, the article sums up the tengroups of transnational Finally, there are eight groups significantly enhanced theability of the partners, and one group enhance the ability inconspicuously, and onegroup failed to enhance the negotiating ability.
