In recent years, the Early Childhood Education and Care (0-3years) has won wider attention from the public. China’s National Medium and Long-term Educational Reform and Development Project Summary (2010-2020) has made it clear that the Early Childhood Education and Care (0-3years) must be taken into serious consideration. Therefore, it is of utmost importance to formulate qualification certificates for early childhood education personnel.This author has exhausted all the documents concerning qualification certificates for early childhood education personnel in some countries around the world. The formulation of qualification certificates for early childhood education personnel in America has been found to be enlightening to China.This study is based on the standpoint and perspective of social justice and educational equality. The author thinks America’s social operating system is run around intense competition, low welfare and polarization of the rich and the poor, while China’s social operating system is run around efficiency priority with proper consideration of justice. Like America, the gap between the rich and the poor, the different regions of China and the urban and rural areas is quite evident in China. With the consistent rapid economic development, America and China have something in common in keeping social stability by reducing social injustice and eradicating poverty groups with the help of early childhood education.This author has made a thorough study of the history and current background of qualification certificate formulation of the Early Childhood Education and Care (0-3years) in America. As is shown in the study, the Early Head Star and Day Care are two examples of both public and private early childhood education and care in America. By making text analysis of the two examples, the author has summarized two qualification certificate norms in America, namely, guaranteeing the health and safety of infants and babies, depending on the government for the poor and the market for the rich. The study also analyzes the entry criteria and training features of the qualification certificates for early childhood education and care (0-3years). The entry criteria are interconvertible and flexible, demanding relatively low educational background from the personnel. Early Infant/Toddler Child Development Associate Credential training put more emphasis on cultural diversity, practicality and parental involvement. The training of personnel for Day Care center (0-3years) is, comparatively speaking, low in requirement and different as regions vary. It is especially limited in early childhood education and cultural diversity awareness cultivation. The paper points out that the future trend of qualification certificate formulation for early childhood education and care is to build State Early Childhood Comprehensive Systems. The qualification certificates for early childhood education and care will be integrated with each other, the disadvantaged infants and babies will be provided with quality early childhood education professionals, and family support projects will be involved in the formulation of certificates for childhood education and careWith the absence of national criteria and the striping management of different departments, the qualification certificates for early childhood education and care in China were in disorder, seriously hampering the healthy and steady development of early childhood education and care (0-3years). The paper concludes that China can learn from America in terms of early childhood education and care in the following aspects:to strictly examine the background of early childhood education and care personnel, to pay attention to personnel’s actual capabilities rather than their diplomas, to respect cultural diversity and the language background of minority groups, to set up certificate renewal system to assure life-long study. Government departments must clarity their duties when facing peripheral policies. Disadvantaged groups should be cared for in a favorable way. Generalized preferential treatment is not a way out. The professional entry system must be established and the early childhood education and care (0-3years) personnel must be given professional training regularly.
