China's Sports Industry, The Vocational Qualification Certificate System In The Overall Framework To Build

At present there are many professional qualification certificates in sport profession in society. However, these certificates are various and conferred from many departments. There are obvious lack of unified certification and management. Presently there is structured contradiction between the professional technique and technical skill in sport. And the staff is lack of necessary qualification training, which does not meet the special need in professional duty. The sport market appeals the overall frame about the system of professional qualification certificates in sport profession in china. However there is little known about the system. So this study will firstly outline the system of professional qualification certificates and provide the reference for the correlated policy.The methods of literature, questionnaire, experience, and expert interview are used to define and decide the concept of sport profession.The sport profession is defined as providing sport product and service for meeting the people' physical and mental health and spirit enjoyment by means of sport industry as main profession category at the base of the system of economical industry partition and industrial classify partition. To analyze the existing system construction of professional qualification certificates in foreign and domestic sport profession was to summarize the enlightenment about the system construction of professional qualification certificates.There were three levels to draw the outline of the professional frame about the emphasis construction of sport profession. The three levels are as following: 1) already development—already developed and spread profession; 2) to prepare development-----presently existing embryo status and no unified standard andspread new profession;3) to wait for development—new predicted profession taking on upgrade tendency of social need. Eventually, the total frame about the system of professional qualification certificates were construed from the second order regime such as regulatory regime, development regime, spread regime, training regime, identification regime, professional license regime and surveillance regime so on.
