Vocational Qualification Certificates are confirmed by the government to indicate workers'knowledge and skills in some job. It has close relationship with careers and it reflects criteria and needs of some career directly, as well as workers'capability in the job. Vocational qualification certificate system is a confirm system on technician, an admittance system on vocation, and a special national examination system.Britain is the cradle for the first industry revolution, and it has been famed as the world factory. Due to various causes the vocational education in Britain developed more slowly than the other developed countries. With the drastic competition, the government decided to innovate the professional education. It established an authority institution, the National Council for Vocational Qualifications, to implement National Vocational Qualifications, which makes the system be standardization. So its vocational education has gradually become the model of the world.Chinese government began to build this system from 1993 and had some related laws. Many industries has followed the system. But this system in China is immature and has lots of weaknesses, so we need to learn the good experience of others. In contrast, UK is the prior country to have this system, and it experience a process from standard to nonstandard. Now it has already had a complete vocational qualification certificate system, and it has many successful experience for us to learn.This paper contains four parts.The first part expounds the cause of this paper, the present condition of the research, the significance and method of the research, and the related concepts.The second part narrates the history process of the vocational qualifications certificates in the view of policy and institution., and the reasons of the reform.The third part analyzes the system of vocational qualifications certificates, the vocational qualifications criteria, the identification process, the management and the guarantee system of the certifications from the middle scope view.The fourth part summarizes the characteristic and the experience of the system in UK, and puts forward some advice on improving the system of vocational qualifications certificates in China.
