For the study of system, New Institutional Economics has entered a mature phase and provided strong explanation especially to developing countries’system transition phenomenon. Meanwhile, the research method of NIE is a great fit for the exploring the transition of China’s Higher Education Evaluation System. Based on the theory of system transition of NIE1, this article tries to prove the reconstruction of China’s Higher Education Evaluation System. Concentrated on it’s development, according to the theoretical framework of system transition the author analyzes the situation of Higher Education Evaluation System from three respects:the environment of system, the arrangement of environment,and the implementation mechanisms of system. Based on the interaction of cognitive compulsory institutional change and induced institutional change, formal and informal institutions, the author tries to find the problem in the study based on the dynamic process of institutional evolution. On the comparison of changes in Higher Education Evaluation System, the author find that the process of institutional change is a complex system of staggered rational process of natural evolution and construction of the system between two forces, the rational use of the two paths will promote the role of the Higher Education Evaluation Institutional change process. In the period of social transition, the inside and outside moving provide a powerful stimulus and suitable condition for the changes of China’s Higher Education Evaluation System. Crack path dependence dilemma is a breakthrough in the development, this round of reform is precisely focus o the transformation of government functions. Building a complete system, standardized scientific regulation, and running a effective institutional system become realistic tasks of national governance. The reform of Higher Education Evaluation System has become the choice of the reality. The reform should rely on state power system to change direction and stabilize the environment of the evolution of the system, and to break the existing system "lock status".In the research field, considering the Higher Education Evaluation System in the respects of history and social environment can not only concern the system itself, but also concern about the changes in the external institutional environment. The changes of evaluation system will change the dynamics of endogenous to the entire development. Putting the science and development into consideration, we could look the Higher Education Evaluation System through the past, the reality and the future by studying in the dynamic way. In research methods, the author attempt to break through the limitations of the "assessment" in refer to NIE theory system. From the vertical structure, in accordance to the historical interpretation, the author analyzes and highlights the evolution of the "mandatory regime change" and "induced institutional change" of Higher Education Evaluation System, and tries to find solutions and strategies for the system "transition"; From the horizontal structure, according to the internal logic of the education assessment system changes, methods and perspectives, the author discuss the importance of higher education and scientific methods to asses the system rebuilt from an international perspective.
