Research On It-Outsourcing Service Provider Evaluation Decision-Making Based On Complex Scientific Management Theory

The evaluation and selection problem of IT-outsourcing service provider is one of the main problems of IT outsourcing decisions, which has always been a research topic widely concerned by academia. At the same time, the choice of service provider as an important work in the early period of the service supply chain operation management is also one of the important trend of the future study. Only selecting the appropriate service provider, can better provide services for the supply chain strategic alliances enterprises when they established long-term partnership. It plays a very important role to the efficient and effective operation of the whole chain. IT outsourcing service provider evaluation is a systematic project, according to specific purpose, the evaluation objects, evaluation indexes and methods are been determined. But the dynamic, quantitative and practical IT-outsourcing service provider evaluation system research is still weak, research of model and application method is not comprehensive enough in the dynamic IT-outsourcing service provider evaluation system framework.The dissertation is organized by using the theory of CSM, uncertainty theory and multiple attribute decision making method, from the perspective of service supply chain. By using literature analysis, theoretical research, questionnaire investigation, experimental simulation, case study, evaluation model and method of IT-outsourcing service provider are researched; the main content is as follows:Through literature review of the research status, the problem needing to solve is put forward to-the evaluation and selection of IT outsourcing service provider from service supply chain perspective, the theory of CSM and the intelligent information processing methods are introduced (see chapter1and2). Then according to using the CSM theory, the evaluation and selection of IT outsourcing service provider perspective, research scope, the formation mechanism, interactive way, the evolution model, model framework, are researched. They laid a scientific theoretical basis for evaluation and selection of the IT outsourcing service provider system model construction and evaluation of the selection methods of the research, also for IT outsourcing service providers:an empirical study of evaluation and selection and the construction of the interactive prototype system play a guiding role (see chapter3). Next, based on the electronic outsourcing capacity model, combined with CSM methodology, based on a questionnaire and Delphi method of two phase three rounds of empirical research, the reliability and validity analysis, evaluation and selection system model of IT outsourcing service provider is corrected, six dimensional system evaluation and selection model of IT outsourcing service provider is constructed in the perspective of service supply chain, and expounds the meaning of the index, make up for the lack of empirical research of IT outsourcing service providers in the study of existing index system (see chapter4). Then, IT outsourcing service provider evaluation decision-making model is studied from the multi-perspective, through the entropy theory, grey theory, Markov theory, rough set, artificial neural network intelligent methods, such as integration, a variety of intelligent processing method of integration of IT outsourcing service model for evaluation and selection are designed, through examples of simulation and on the UCI international standard test data set, their effectiveness are proved. They provide a different approach and scope of application for the evaluation and selection of service providers, and make up for some intelligent information processing method shortage such as fusion theory research less, and not a deep application in the IT-outsourcing service providers evaluation and selection based on CSM from the perspective of supply chain (see chapter5). Finally, on the basis of above, an enterprise is chosen to carry on the empirical research, the effectiveness of the selected decision model is verified, and a corresponding prototype system is developed (see chapter6). At the end, Epilogue to the full text is summarized and prospected future research (see chapter7).Through research, the dissertation obtained the following results:(1) Analysis strategy about evaluation of IT-outsourcing service provider is proposed based on the theory of CSM. CSM Theory is used to analyze the point of view, the research scope, the formation mechanism, interaction and evolution model, model framework about evaluation and selection of IT-outsourcing service provider, detailing theory and practice guiding significance and important role of CSM theory in IT outsourcing service provider evaluation and selection.(2) IT outsourcing service provider evaluation system framework based on CSM is built. By using CSM methodology, eight assessment and selection impact factors are obtained in IT-outsourcing service providers evaluation, the system model of evaluation and selection of IT outsourcing service provider is established, and based on a questionnaire and Delphi method of two phase three rounds of empirical research, this system model is revised, six dimensional system model is obtained.(3) From the quantitative analysis of the strategy of CSM (classical, modern, frontier strategy), put forward a variety of IT outsourcing service provider evaluation methods of decision-making model. Structure entropy-grey relational decision model is put forward, evaluation and selection of IT-outsourcing service provider weight and data sorting method is studied, and example analysis is given. Improved TOPSIS method based on structure entropy weight is put forward, the hybrid multiple attribute decision making data information service provider evaluation research and analysis of the problem. Rough set-Markov chain prediction model is put forward and realized with IT outsourcing service provider of the continuous evaluation of development. Improved attribute reduction-multilayer BP neural network model is put forward, the UCI data set experimental analysis is used to prove the effectiveness of this model.(4) Case study about specific enterprise selecting IT outsourcing service provider is carried out, calculation process and results of the selected decision model is discussed and the corresponding prototype system is developed.
