| With the development of China’s Tourism Industry, which every locality pays much attention to, the competition has become even fierce. As the provincial government owns fairly strong power on administration and decision-making, tourism research the consequential result naturally effects the provincial decision-makers. However, the development province’s tourism industry should naturally not only benefits the province’s development of its economy, society and industry’s upgrades, but the harmonious sustainability with its environment and social culture as well. So, we should pay attention not only to the present tourism development power, but the accumulation of its potential power as well.Accordingly, it’s must from the perspective of practice to study the origins, formalities, especially the methods of the accumulation and accomplishment of the potentials into the practical competitiveness.As is shown in the following text, based on the summarization of the concerning theories, the concepts of tourism industry’s potentials were clarified, the author analyze the origins and the effecting factors of the potentials of the tourism industry development; instructed by the system theory, a DPS Theoretical Analytic Model of Tourism Development Potentials was formed, which is composed by Tourism Industrial Factors Motivating Potential, Tourism Market Demands Pulling Potential and Tourism Industry Environmental Supporting Potential, thus establishing an Assessment Model for regional tourism industry development potentials. Then, the necessary data of2006-2011was collected, the quantity statistic analysis methods of Factor Analysis, Accumulating Category Analysis and Returning Analysis Model were applied, the development potentials of China’s31provinces were assessed and studied, in order to make them clear the major factors that effect China’s tourism development potentials, and to describe its distribution situation, thus revealing the Tourism Development Potentials of different provinces and their strengths and weakness; based on the aforementioned theoretical analysis and quantity analysis results, integrated by the principles of industry competitiveness and tourism development, the driving system and its working principle of the accomplishment power of the potentials into the present competitiveness were studied, consequently forming an Accomplishment Solutions to the Regional Tourism Industry Development Potentials. Finally, taking Shaanxi Province as a case study, based on the comparison analysis, the upgrading and accomplishment solutions were worked out.The main points of the paper are as follows:1. The upgrading of provincial tourism industry competitiveness derives from the upgrading and accomplishment of its industry competitive potential. The driving system of Accomplishment of Tourism Industry Development Potential consists of Interior Power and Outsourcing Power.
