Research On The Capacity Of Industry Undertaking Of The Economic Circle Around The Capital Of China

In November2010， Hebei Province started to plan＂building the economic circlearound the capital of China＂，it was aimed at docking with Beijing. Beijing is also basedon the construction of the world’s cities， the construction of "metropolitan area" as the"12th Five-Year Plan" put on the main content of the agenda. Therefore， the time of thefourteen county in the economic circle around the capital of China have come. At thisstage， it is necessary to the current situation of the county economic developmentobjective evaluation， to expand forward-looking analysis and forecasting of favorableconditions for development of county economy in economic circle around the capital ofChina.Luanping county as one of the14counties of the economic circle around the capital ofChina， in Beijing upwind Sheung Shui position， the Luanping resource development inmany regions and industrial and agricultural production by the central and localgovernments continue to restrict the watershed， the standard of protection is also rising. Alarge number of enterprises in Luanping areas where close to Beijing，are restricted bypreventing air pollution and downstream sewage and industrial development policyconstraints. Luanping County， on the one hand， has to continue to improve the socialproductive forces， to improve the standard of living of the people， change the backwardeconomic conditions; another can not go to the old "treatment after pollution". Therefore，how to coordinate the relationship between economic development and regionalcoordination， ecological and environmental protection， become important issues whichconcerns Jing Luan coordination and sustainable development.In this paper， LuanpingCounty， as an example， from the of Luanping County economic level， the industrialstructure and resource endowments angle analysis of the current situation of LuanpingCounty， combined with industrial transfer area， environmentally sustainabledevelopment theory， quantitative and qualitative analysis Luanping County corecompetitiveness， leading industry selection， comparative advantage， and the ability ofindustry to undertake. Accordingly the evaluation， focus and mode of ways the industry toundertake between Beijing and Hebei， making suggestions about agriculture， industry，services， and urban and rural development strategies.This paper，however， has a strong practical significance for both Luanping and Chengde. First， the county economy is the important support of Luanping’s economicdevelopment， it’s healthy development is of great significance for the entire Chengderegional economic development. Second， reasonable to undertake Beijing industrialtransfer， provide a good background and a strong driving force for the development ofLuanping county economy， and promote the construction of a new socialist countryside.Third， scientific and rational analysis the advantages and disadvantages of LuanpingCounty in the Economic Circle around the Capital of China， selected to undertake thetransfer of Beijing industries， to promote the coordinated development of the Chengdearea， thus promoting the Chengde county’s economic and national economic developmentis of great significance. Through research， we can enhance the level of economicdevelopment of Luanping， to provide ideas for the development of county economy inChengde， and quality and boost the Chengde economic growth.
