The Study On Development Countermeasures Of Pear Industry In Hebei Province

Pear industry is one of the most important fruit industries in Hebei Province; it playsan important role in agricultural economy. The production of pear ranked first among freshfruits in Hebei Province and also in China. However, there are many weak points in pearproduction and sales of Hebei in domestic and global views. Now that the competition inpear industry has shifted from price to quality under the new situation of economicglobalization and the market economy system, the development of pear industry of HebeiProvince is facing enormous challenge. The writer made a comprehensive understanding ofthe status of pear industry in Hebei Province by reading many materials and field research,and analyzed the main problems in part of production, processing, circulation and foreigntrade.This article is based on traditional trade theory, industrial organization theory, thetheory of comparative advantage, theory of competitive advantage, the resource basetheory and strategic management theory, etc., using factor analysis, the composite indexmethod, gray relational analysis, linear regression analysis and cluster analysis and othermethods, use modern statistical software SPSS, take the methods of macro combined micro,quantitative combined qualitative, horizontal combined vertical, to build the framework oftheoretical analysis、evaluation index system and evaluation model for researching thedevelopment of pear industry in Hebei Province. Finally, made feasible strategy, offeredtargeted and operable suggestions. Main research results are as follows:First, this article introduced the current international and national situation of pearindustrial development from the aspects of production and international trade, includingharvested area, yield, unit yield, producer prices and regional distribution; import andexport scale, layout and price. Introduced the international environment of Chinese pearindustry, demonstrated the industry’s status in the world, and laid the foundation forsubsequent analysis of Hebei pear.Second, the writer described the status of pear production in Hebei province in fouraspects: production scale, regional distribution, structure of varieties, and cost-benefit;comparative advantage model was used to analyze the scale advantages and resourceendowments advantages of29provinces, autonomous regions and municipalities (Thereare no pears produced in Hong Kong, Macau, Hainan; so few pears produced in Tibet).Then area, yield, unit yield, Location Quotient and Coefficient of Resource Endowmentswere combined to make a comprehensive analysis by Composite Index method. The resultshows that the location quotient index of Hebei is more than1.5, at the third place in China; resources endowment coefficient is more than1and first in nation; unit yield is behindShandong, Anhui and Henan. So there are place to improve the advantages of Hebei pearproduction, the most effective measure is to improve the level of yield, so in the futureimproving the inner and appearance quality of pear should rely on technological progress,pay attention to the standardization construction, raise the production advantage of pearindustry in Hebei province.Third, Grey Correlation Model is used to analyze the main factors affected pearproduction in Hebei Province, the result shows that the influences in order are: effectiveirrigation area> cultivated area> inundated area> agricultural acreage> amount ofpesticide> investment of agricultural basic construction>annual net income per farmer>GDP per capita> amount of labor>total power of agricultural machinery> amount offertilizer. Grey correlation analysis can calculate the correlation degree between influentialfactors and pear production in Hebei province, also can calculate correlation order, butcannot get influence degree, the result is lack of practicality. So in this article Pair-wiseComparison Judgment Matrix is adopted to solve the deficiency of Gray CorrelationAnalysis. According to the calculation result of correlation degree and influence degree, inthe11factors, the total influence degree result of effective irrigation area, cultivated area,inundated area, agricultural acreage; amount of pesticide and investment of agriculturalbasic construction is up to88.27%, the six factors are the main factors influencing pearproduction in Hebei province.Fourth, the author collected relevant information about pear processing of HebeiProvince by market research, and analyzed the existing problems in processing. Circulationpart mainly expounded and analyzed the historical evolution, circulation system andmarket players, designed the logistics network: Tangshan and Shijiazhuang are LogisticsPark; Cangzhou, Handan and Chengde are logistics center; Qinhuangdao, Zhangjiakou,Baoding, Langfang, Xingtai and Hengshui are distribution center.Fifth, the situation of export was described in three aspects: scale, price and market;then the stability of market was analyzed by calculating Geographic Concentration andTrade Intensity Index; at last, export quantity, prices, International Market Share, RevealedComparative Advantage Coefficient, Export Advantage Index of Variation, Degree ofDependence on Export and Export Contribution Rate were combined to compare theexport competition between23provinces, municipalities and municipalities directly underthe Central Government.Sixth, according to the analysis of production, processing, circulation, on the base ofcomparative advantage theory and competitive advantage theory, the strategic goal ofHebei pear industry was made; SWOT analysis method was used in the choice of strategy.And suggestions are put forward in three aspects: government, enterprises and farmers.
