Research On The Development And Evaluation Of Strategic Emerging Industry Of Hebei Province

After the2008global financial crisis, all countries in the world are conscious responseis the key to deal with the crisis is to change of the implementation strategic, promote theoptimization and upgrading of industrial structure, cultivating and developing strategicemerging industries has become the focus of development. Hebei province, as a heavyindustry province in China, has a high proportion of resource-dependent industries, energyconsumption intensity, exist the problem of unbalanced and unsustainable, extensive patternof economic development is unsustainable and have the energy saving pressure. Therefore,the key of cultivating and developing strategic emerging industries is to achieve theoptimization and upgrading of industrial structure, achieve sustainable economicdevelopment and improve the regional competitive advantage.The study object of this article is the eight specific industry of strategic emergingindustry in Hebei province. Firstly, based on the connotations and characteristics of thestrategic emerging industry, we determine the evaluation and choice principle of strategicemerging industries. Secondly, use the SWOT analysis to research the strategic emergingindustries, determine the basic conditions and the industrial foundation. Based on theprinciple and the selection method, to evaluate the eight industry from the four aspects ofdevelopment potential, regional comparative advantage, technological innovation abilityand industry association ability. Put forward the multi-level development views: first levelfor the new materials industry, the biological industry, new energy industry and new energyvehicles; second levels for high end equipment manufacturing industry and a newgeneration of information technology; third levels for the emerging marine industry andenergy-saving and environmental protection industry.Finally,some suggestions are put forward: focus on the integration of strategicemerging industries and traditional industry development; speed up the construction ofstrategic emerging industry technology innovation system (consummate the CEEUSRO,strengthen the construction of technological innovation platform, strengthen the keytechnology research and development, accelerate the transformation of scientific andtechnological achievements); increase the talent team construction of strategic emergingindustries (accelerate talent training and introduction, improve the personal recruitmentmechanism); improve the investment and financing system of strategic emerging industries(strengthening the government financial investment, broaden the financing channels); guide the scale of strategic emerging industry cluster development(speed up high-techdevelopment zone and the industrial park construction, promote function of the leadingenterprises); strengthen the strategic emerging industries extension of industrial chain.
