Research On The Risk Compensation Mechanism Of Corporate Technological Innovation

With the Knowledge economy era continues to develop, the innovation capability has becomed to the important core competitiveness of enterprise, and Chinese government also has realized that corporate technological innovation has been the important basis for the continuous growth of national economy. From Chinese government proposing to structure the technological innovation support platform with enterprises as the core, Chinese enterprises have obtained the considerable development with the support of the national corporate technological innovation support platform and regional corporate technological innovation support platform. However, compared with the developed countries, there is still great distance in the capacity for technological innovation and technological innovation performance. The external cause is that the innovation environment is not perfect and the innovation resources is not enough, but the internal cause is the high risk of technological innovationblock the technological innovation will of enterprises. Therefore reducing the corporate technological innovation risk and decreasing the blocking force of corporate technological innovation is the key to increase the source power of corporate technological innovation and improve Chinese corporate technological innovation.This dissertation aims to that using a combination of the technological innovation risk and prevention theory, system dynamics theory and evolutionary game theory to research the government risk compensation mechanism in the3D corporate technological innovation risk prevention system which includes companies taking, society spreading and government compensation. The detail of this dissertation is as follow.First, on the basis of deeply researching corporate technological innovation risk theory, this dissertation proposes the assumption of structuring the3D corporate technological innovation risk prevention system, and analyses the connotation, characteristic, superiority and operation mechanism of3D corporate technological innovation risk prevention system, and then do the research on the government compensation in3D corporate technological innovation risk prevention system. Based on summarizing the connotation of corporate technological innovation risk compensation, the corporate technological innovation risk compensationmode is divided into two types:direct compensation and indirect compensation.Then, this dissertation respectively defines the direct compensation and indirect compensation, and analyses their compensation principle and theorem, and reveals their compensation mechanism, and then analyses their policy framework and policy instruments. On the basis of the policy framework and policy instruments analysis of two compensation types, this dissertation structures the SD simulation model for the policy implementation and effect of corporate technological innovation risk compensation to analyse the policy implementation effect in different policy instruments combination mode, and then reveal the effect, advantages and disadvantages of every policy instruments combination mode. Then this dissertation structures the corporate technological innovation risk compensation evolutionary game model, and analyses the game behavior and game relationship of tripartite mainstay in corporate technological innovation risk compensation system. Then this dissertation makes the corporate technological innovation risk compensation institutional innovation based on the game decision point and relations between the interests of all parties, and design the fundamental policy and local policyaimed atnew institution, and then proposes the national-local risk compensation policy system.Finally, this dissertation researches the overall operation of Chinese corporate technological innovation risk compensation system and the corporate technological innovation risk compensation policy of representative provinces, cities and autonomous regions with relatedtheory, and summarizes the problem and development direction of Chinese corporate technological innovation risk compensation policy system.
