In2010, the totalvalue of global service outsourcing market reached more than$6000, according tointernational data corporation (IDC) of2010predicted that global IT outsourcing market scalewill reach$292.182billion, the size of the business process outsourcing (BPO) market willreach$147.693billion till2013.The development of service outsourcing, not only reduce thecost of the multinational companies in developed countries and promote the economicdevelopment of developed countries, also will promote the economic development ofdeveloping countries.From the point of the situation in China, in2010, our country onshore outsourcingservices income is238.12billion yuan RMB, the offshoring service outsourcing revenue is$14.45billion. At present, there are more than10thousand national service outsourcingenterprises in our country, and their capacity of receiving and delivery is increasinglydeveloped.Driven by the wave of rapid development in domestic and international serviceoutsourcing business, Jilin province also gradually attach importance to the development ofservice outsourcing.but due to the various cities in Jilin province has not been listed as serviceoutsourcing demonstration base, compared with service outsourcing demonstration base, it islack of relevant policy support, which led to service outsourcing business in Jilin provincestarted relatively late compared with the developed regions, the development is relativelylagging behind. To accelerate the Jilin province industrial structure adjustment, foster neweconomic growth point, the Jilin province should actively undertake offshoring outsourcingservices to strengthen the international community and promote shift of Jilin province fromindustrial economy to a service economy. At the same time, due to the development of serviceoutsourcing has its characteristics in Jilin province,it has its own advantages anddefects.Under this background, this paper mainly studies the development status andcharacteristics of undertaking offshoring service outsourcing of Jilin province, advantagesand disadvantages compared with other provinces in our country, and combining the actualsituation of Jilin province, puts forward targeted countermeasures and Suggestions.In addition to the main conclusion, the paper mainly includes the following several parts:The first chapter is introduction, mainly including the research background, researchsignificance, the definition of related concepts, the main innovation points, the main researchcontent, the research method and technical route and the literature review about serviceoutsourcing.The second chapter is the related theoretical analysis of service outsourcing. It mainlycards the theory of service outsourcing from three aspects, including the analysis ofinternational trade theory on the the service outsourcing, the analysis of new institutional economics on the service outsourcing, and the analysis of development economics on theservice outsourcing in developing countries.The third chapter is the analysis of the current situation of the development ofoffshoring service outsourcing in Jilin province. Firstly it sketches out the overalldevelopment situation of the offshoring sevice outsouring in Jilin Province. On the basis itsummarises and analyzes the main features of offshoring service outsouring development inJilin Province. Then it summarises the main features of offshoring service outsouringdevelopment in the main city (state) in Jilin province, including Changchun, Jilin and Yanbian,and compares their similarities and differences.The fourth chapter is to compare offshoring service outsourcing development in Jilinprovince with in the main domestic provinces (municipalities).Mainly through analysis of thedevelopment of service outsourcing in the eastern, central and western China and thenortheast part of the big four provinces (municipalities) to find out the common point ofdifferent region, find out the strengths, weaknesses, opportunities and threats during thedeveloping of service outsourcing must be faced.The fifth chapter is the empirical research of offshoring service outsourcing influencefactors and the effect of Jilin province. On the basis of Michael porter’s "diamond model", thischapter studies the factors of affecting the offshoring service outsourcing development in Jilinprovince by using the variance analysis, and makes an empirical analysis of the influence ofoffshoring service outsourcing to the main economic indicators in Jilin province using greycorrelation analysis.The sixth chapter is the analysis of the countermeasures of development of serviceoutsourcing in Jilin province. It puts forward the countermeasures to accelerate thedevelopment of offshoring service outsourcing in Jilin province mainly from the perspectivesof government, enterprises. From government level it includes such as strengthening thesupport on offshoring sevice outsouring development, strengthening the protection ofintellectual property rights, enhancing university-enterprise cooperation and so on. Fromenterprise level it includes such as making full ues of the exsiting financing channels, learningthe dragon type model of offshoring service outsourcing, strengthening the independentinnovation ability of the enterprises and so on.
