Study On Industrial Structure From The Coordinated Perspective Of Environment, Employment And Economic Growth

Although the current economic growth mode in our country has brought rapid growthof the GDP in30years, the cost is exorbitant resource consumption and theconsiderable damage of ecological environment. At the same time, while the rapidlygrowing GDP is increasing social wealth, it isn’t bringing high employment rate to matchit. At present, the increasingly serious environmental pollution and low employment ratehave become important issues restricting the sustainable development of China’s socialeconomy. Both the local government and central government should acceleratetransformation of the economic development mode, promote the strategic adjustment ofeconomic structure, and solve the problems of unbalanced, uncoordinated andunsustainable development. This is the important and urgent issue to be thrashed outduring the "Twelfth Five-Year Plan" period.The object of study in this paper is the evolution of industrial structure under theinfluence of comprehensive coordination of environment, employment and economicgrowth. The research methods are the combinations of theoretical analysis and theactual case verification, and of quantitative calculation and qualitative analysis. Thepaper is divided into the following four aspects: the first aspect is theoretically studyingthe evolution mechanism of industrial structure. The purpose is to explore the law ofindustrial structure running in the new period for the creative evolution theory of industrialstructure at the developing stage. The focus is the mechanism research analysis of thethree factors which influence the society’s stable development—environment,employment and economic growth at the level of industrial structure. The second aspectis constructing the comprehensive evaluation system of regional industrialstructure---utilizing the creative evolution theory of industrial structure and choosing theapplicable modes and calculation methods to construct the comprehensive evaluationsystem of regional industrial structure in the respect of environment, employment andeconomic growth. The purpose is to evaluate the overall efficiency of industrial structurefrom the three respects---environmental pollution, total employment and sustainedeconomic growth in the perspective of the overall coordinated and balanceddevelopment, and then put forward corrective actions. The third aspect is verifying and analyzing the actual cases of regional industrial structure. The following conclusions arereached through the above studies:（1）The external coordination influencing factors formed by comprehensivelycoordinating environmental factors, employment factors and economic growth factorsare the specific expression types of external coordination influencing factors of specificregions, specific periods exerting constraints, guides and standards on industrialstructure. The optimizing and adjusting processes for industrial structure to achieve itsgoals in different periods are completed through external coordination influencing factorsacting on the internal driving factors of industrial structure and taking internal drivingfactors as leading forces, through market orientation and policy regulatory mechanism.（2）The coordination influencing factors---environment, employment and economicgrowth act on the demand driving factors, technical progress driving factors andinternational driving factors.（3）The integrated dynamic evaluation system of industrial structure is constructed,taking data envelopment analysis-DEA as the main model with the analysis of structuredeviation degree, of polluting intensity and energy consumption level, of technicalprogress rate and of employment elasticity. The system practically evaluates the overallefficiency of industrial structure in Liaoning from2000to2010in the respects ofenvironment, employment and economic growth. The conclusion that the overallefficiency of industrial structure in Liaoning is continuing to increase is reached.Meanwhile, the environmental pollution COD and SO2emission redundancy,employment shortfallullage and GDP growing rate matching degree of industrialstructure in Liaoning in2010are obtained. Corrective actions and implementationmethods are put forward as well.
