The “12th Five-Year Plan period” is not only a significant period to achieveindustrialization, but also an important stage to change economic structure, enhancethe urbanization level, optimize the resident’s consumption structure, and improve theEnvironment condition and public health. All of these goals are based on theharmonious development of energy, economy and environment. Under thisbackground, implementing the scientific concept of development, and promotingharmonious development among energy, economy and environment is the only choicefor achieving sustainable development.The thesis studies the relationship among energy, economy and environment, andthen combining the requirements of harmonious development of3E system, proposesthe concept of the coordinative development of3E system. It is hoped to analyze the3E coordination situation of30provinces of China to find out the main restrictingfactors to promote the sustainable development of3E system.For this purpose, basing on the study of relevant indicator systems, following thecriteria to select assessment indicator based on the system function and efficiency, thetext builds3E coordination degree indicator system framework including33specificindicators. In the next, it establishes a coordination evaluation model for3E systembased on the method of Canonical Correlation analysis and Coupling CoefficientModel in physics and estimates3E coordination degree of30provinces in China,dividing them into three different categories: moderate disorder, mild disorder andbarely coordination. There are four provinces belong to moderate disorder includingShanxi, Jiangsu, Shandong and Guangdong, twelve provinces belong to mild disorderlike Beijing, Shanghai, the rest fifteen provinces belong to barely coordination likeHebei, Liaoning. Furthermore, on the basis of PLS (partial least square method), thethesis builds a3E system coordination degree influence factors analysis model, andresearches the impact of these factors on coordination degree of3E system, thendiscovers that environmental protection policy and energy construction have positiveinfluence on3E system coordination, and consumption level, population size andurbanization have opposite effects on3E system coordination. Therefore, there is along way to realize coordinative development of3E system and true sustainabledevelopment. Based on above results, through summarizing the driving factor and restrictingfactor in China, the thesis finds a new way to promote the coordinative developmentof3E system, which dominated by the scientific concept of development, guided bythe market demand, driven by mechanism innovation. That is, market-led, government-driven, public-participated and supervised.
