Study On Development Of Regional Ecological Urbanization

After entering the21st century, global urbanization has been accelerated and ecological crisis deepened. The global ecological movement targeting at building ecological cities has become a fashionable trend. Along with this situation, the urbanization of Chinese cities has entered acceleration period and the ecological problem they face is far from optimistic. Faced with a series of economic and social issues such as resource exhaustion, environmental pollution, ecological disruption etc. caused by the rapid development of urbanization, the traditional mode of urbanization must be changed as soon as possible. Therefore, the ecological problem has become an important research issue and it is imperative that the traditional mode of urbanization expansion be transformed. With reference to this historical background, this dissertation has reviewed the formation, development and major viewpoints of the theory of ecological city, analyzed the structural and functional characteristics of regional ecological urban system, and put forward the theory that it is essential to build a regional ecological urban system which combines ecologicalization with urbanization. This theory comes from the theoretical demand for countries of the world to break away from their development dilemma and convert themselves from industrial to ecological civilization; it is also the optimal path for Chinese counties, especially developing counties to achieve the combination of ecologicalization and urbanization.By using the systematic analysis method, comparative analysis, questionnaire surveys, combination of theory and demonstration as well as the method of the combination of qualitative and quantitative analysis, this dissertation has systematically analyzed the developing situation of the theoretical research of ecological cities and urbanization. Based on that analysis, the dissertation presents the concept of regional ecological urban system which features "three levels and six dimensions", proposes the theory of regional ecological urbanization which combines ecologicalization with urbanization, puts forward the dynamic mechanism model for the development of regional ecological urbanization and formulates its evaluation system. Along with theoretical research, this dissertation takes the ecological development of the regional ecological urbanization of Qingzhou as example, and conducts an in—depth research based on the theory proposed; finally, it comes up with the goal of regional ecological urbanization development of Qingzhou and proposes specific measures and suggestions to that end.Based on the establishment of the model of regional ecological urban system which features "three levels and six dimensions", this dissertation proposes that this system is composed of three levels:material, functional, ideological, and six subsystems:space, economic, social, natural, cultural and political; besides, this system is a regional ecological system featuring plural subjects, fusion of natural and artificial elements and openness. On the basis of summarizing the concept of regional ecological urban system, this research conducts analyses upon the essential factors and operational principles of this system and summarizes its functions and characteristics.This dissertation puts forward and researches the theory of regional ecological urbanization. Regional ecological urbanization is defined firstly as the historical process of transformation from rural productive and living styles to urban ones achieved by the rural and urban residents of a certain region through interaction between their natural ecological modes and methods and the ecological urban system of this region, as well as the harmony of man and nature thus achieved. After that, the eight principles for the development of regional ecological urbanization are presented. Finally, through the combination of urbanization and ecologicalization, this dissertation, with the method of scenario analysis, comes up with the optimal path for the developing Chinese counties, i.e. regional ecological urbanization.The dynamic mechanism model for regional ecological urbanization is formulated. Firstly, the dynamic mechanism of traditional urbanization is analyzed, which is the process of the temporal and spatial accumulation of various factors under the impetus of four forces:government planning and guidance, driving force from market economy, impetus from science and technology and promotion force from policies, laws and regulations. After that, on the basis of comparative analysis the concept of the dynamic mechanism for regional ecological urbanization is concluded, whose internal driving force is the common prospect of the driving subjects and whose external driving forces are as follows: ecological prospect appeal, policy laws and regulation guidance, the driving force of ecological civilization, the extruding force of resource and environment, support from scientific and technological innovation. Finally, the dynamic mechanism model for the regional ecological urbanization of Qingzhou is formulated and analyzed by applying the theories put forward above.Based on the construction of the goal and evaluation model for regional ecological urbanization, this research formulates the evaluation model for regional ecological urbanization whose objective is ecological development and the ecologicalization of development, which is different from that of traditional urbanization whose major objective is expansion. By using the AHP evaluation method, the "three levels and six dimensions" regional ecological urban system is built into a multi—level comprehensive evaluation model, by means of which the regional ecological urbanization level of Qingzhou is analyzed.At last, on the basis of the theory and empirical researches already conducted, the regional ecological urbanization strategy of development for phased implementation is set up aiming at building Qingzhou into a city of beautiful landscape, flowers and happiness. Meanwhile, this dissertation constructively proposes the six macro systems that Qingzhou must construct for the purpose of building a ecological city:coordinated ecospecies, healthy ecological environment, harmonious ecological society, efficient ecological economy, innovative ecological culture, democratic ecological political system.
