Research On The Government Science And Technology Supporting Mechanism Towards Innovation Ecologicalization Of Regional Strategic Emerging Industry

Along with the intensified international competition of science and technology as well as the impact of the financial crisis on the economic development of countries all over the world, all countries in the world are searching for the new supporting point and driving force of the national economy and science & technology development, and begin to pay close attention to the strategic emerging industries which reflect the world knowledge economy, circular economy and low carbon economy development trend and at the same time have huge development potential, great impetus and leading role to economic society. With the implementation of the innovation-driven strategy in our country and all regions, the innovation capability construction has become the primary task of regional strategic emerging industries’(RSEI) development. The innovation of regional strategic emerging industry is a dynamic operation process of innovation system, as the ecological-oriented innovation has increasingly become important innovation model for the sustainable development of industry, to strengthen the construction of industrial innovation ecosystem, to enhance the level of industrial innovation ecologicalization and to realize the continuous innovation in less resource consumption and of high efficiency become the inevitable choice for regional strategic emerging industries’ rapid and sustainable development. However, the ecological-oriented innovation of regional strategic emerging industries are in great need of the government’s planning and support, especially the government’s support of science and technology. To explore government science and technology support mechanism for the ecological-oriented innovation of regional strategic emerging industries has important theoretical significance and practical value on perfecting the regional science and technology support mechanisms of strategic emerging industries’ innovation guided by ecology as well as speeding up the process of emerging industry innovation ecologicalization.Based on the analysis of characteristics and influence factors of regional strategic emerging industry and its innovation ecologicalization, this dissertation reveals the evolution mechanism of regional strategic emerging industry’s innovation ecologicalization from three aspects including evolution power, evolution process and upgrading conditions. It makes clear the governmental S&T support function and role on the regional strategic emerging industry’s innovation ecologicalization and builds an action model. From four aspects of the S&T guidance, S&T service, S&T cultivation and S&T balance, a framework of government S&T support mechanism is designed. Then it analyses the constitution and function of government S&T guidance mechanism that promoting regional strategic emerging industry’s innovation ecologicalization, and mainly makes an optimal design focused on the S&T plan program guidance mechanism including the guide generating mechanism of S&T plan project, the mechanism of funds allocation and project approval, the mechanism of implementation monitoring and acceptance, and then builds the effectiveness evaluation index of S&T plan program promoting industrial innovation ecologicalization. After that, it makes clear the government S&T service function and carrier on the innovation ecologicalization of regional strategic emerging industry and respectively designs the S&T service demand recognition mechanism, S&T resources integration mechanism and S&T service docking mechanism. Following the cultivating idea of “core product, innovative companies and innovation ecological network”, it constructs the mechanism of government S&T cultivation including the core product screening, hatch and derivative diffusion, designs the innovative companies identifying and incubation mechanism, and builds the core network, matching network and service support network training mechanism of strategic emerging industry’s innovation ecologicalization. It makes clear the function of government S&T balance mechanism, builds up the S&T equilibrium mechanism model, designs the evaluation index on S&T support effect on innovation ecologicalization of strategic emerging industry, and puts forward the government S&T balance tactics that promotes innovation ecologicalization. At last, it carries on the S&T support mechanism of strategic emerging industries in Heilongjiang province(HSEI) for empirical research and provides some relevant tactics.This study is helpful to promote the application of innovation ecologicalization idea in the area of regional strategic emerging industry’s innovation and its governmental management. It not only provides references for perfecting industrial innovation development and management theory and methods, but also provides method support and decision-making reference for government departments to establish complete S&T support system, make plans and policies and optimize management methods of regional strategic emerging industry’s innovation ecologicalization. Such research has important theoretical value and practical significance to improve the scientificalness and effectiveness of government support for regional strategic emerging industry’s innovation ecologicalization, meanwhile it will be benifitial to speeding up the enhancement of innovation level and competitive advantage of regional strategic emerging industry.
