The Study On Evolution And Performence Of Shareholding Cooperative System Of The Rural Community In Beijing

The shareholding cooperative system of the rural community (SCSRC) is a realized form of collective ownership and a forward-looking institutional experiment that aims to reform the property rights of the traditional rural collective economy. This dissertation systematically studies the formation, innovation and development of the SCSRC in Beijing through the applications of the new institutional economics approach.According to the research, the reasons for the formation of the SCSRC consist of economic, institutional and social factors. With industrialization and urbanization,"external profit" internalizing problem of collective assets and income distribution generates and can not be solved under the old system. The SCSRC has many advantages. The farmers, collective economic organizations and local governments jointly implemented the SCSRC reforms, which is typically an induced institutional change.The reform established the collective assets equity, strengthened the collective assets concession, founded the rules in accordance with the allocation of shares, implemented a land contract and management rights and forest rights, improved the traditional system of collective property rights, collective distribution system and the system of collective economic organizations, and developmented the self-government system. The SCSRC also has many shortcomings. For example, the high proportion of collective shares, equity no flowing, imperfect regulatory system, and so on. Continually deepening reform is necessary for improvement.This dissertation has innovations by pointing that the SCSRC is still a transitional organization and will develop to a standard cooperative organization or joint-stock enterprise. At present, rural community becomes more open. The government should continue to develop and improve the SCSRC, uphold the collective, protect the interests of rural land, establish a marketing dominant position of collective economic organization, develop the collective economy, and deepen the land system reform. To achieve the above objects, it is necessary to set shares reasonably, to fix equity, to let equity flow in the district range, to let collective economic organizations carry out pilot companies, to encourage the shares cooperation of the collective economic organizations and social units, to develop the collective construction land use rights, to improve the internal governance structure and regulatory system, and to carry out legislation on collective economic organizations. The SCSRC in Beijing has universal significance and provide reference for the rest of the whole country.
