Pilot area is in the central area of Changsha,Zhuzhou and Xiangtan "two types" society,using agricultural land reasonably is the foundation of setting up Resource-saving and Environment-friendly society With the impact of Changsha City intensified,the requirement of rural land circulation in pilot area becomes more eager.Problems from the historical legacy on rural land rights and the uncertainty of collective land assets value hinder that collective land circulation is carried out smoothly. Investigation shows that to solve these problems,first of all, the rights of collective land are confirmed,so is the value quantity of circulation land assets for collective land as assets.To confirm the collective land rights is a prerequisite of collective land circulation and it,collective land as assets,is a necessary condition for the collective land circulation,and the collective land circulation will cause collective land as assets.However,at present researches on collective land circulation and collective land assets are studied separately.It not only lacks studies about collective land assets, but also studies on integration of two parts. There are more researches on the theory of collective land circulation, and less on the value quantity of collective land circulation.This paper,on the basis of research status at home and abroad, tries to quantify collective land assets, combined with collective land as assets into one united part collective land assets. It attempts to quantify collective land assets of Leifeng county,Hanpu county,and Huangjin county by Income Approach.On the summary from the above study the implementation framework of collective land assets in the pilot area is proposed. The conclusions of the research are as follows:(1)Through market research and statistical analysis of the questionnaire,the motivations and impediments are found. The existing problems on collective land as assets in pilot area are analyzed with the laws and regulations.By Two logistic regression models, the main impact factors about collective land as assets are gotten.(2)Agriculture landas assets in Leifeng county, Hanpucounty, and Huangjin county by Income Approach, the total value of arable land in these areas is2,334,040,000yuan; the total value of forest land is1,643,466,000yuan; the total value of garden plot is72,838,380yuan; the total asset is4,050,344,970yuan.Comparing the value of arable land as asset, forest land, garden plot with the land requisition compensation for arable land, forest land and garden plot, the value of land as asset is higher than the compensation, reflecting the market value of the land better.(3)The implementation framework of collective land assets in the pilot area is proposed, including establishing operation main body of collective land assets in the pilot area、straightening out the relationships among collective land property rights,advocating quantifying collective land assets,innovating the operation means of collective land assets four interlocking steps With above researches,a new way of administering collective land in pilot area is expected to be achieved. It is more conducive to the construction of Resource-saving and Environment friendly society and the exploration of new land use patterns in the pilot area.
