Sinceimplementation of reform and opening policy,China has made remarkable achievements in economic growth and the average annual GDP growth rate is more than 9%,but relatively extensive mode of economic development led to the resources,the huge energy consumption and environmental pollution.In this case,different areas began to focus on balancing relationship between environmental pollution and economic growth,and selectively limit pollution industry development to accelerate transferring and upgrading.From the national level,under full consideration of regional differences in factors endowment situation,through implementing the environmental regulation of differentiation how to promote rational transfer of polluting industries and coordinate regional factors endowment total,structre and total economy,which has become an important topic to be solved urgently.Regional differences in factors endowment formed the comparative advantage of industry development,which is not only the foundation of modern international trade theory,but also necessary conditions to realize industrial transfer.Studying on the influence factors on the industrial transfer,the scholars first concern is the cost of land,labor,capital and other factors,and later extend to infrastructure,technology,policy and other fields.With the globalization trend of the environmental problems caused by the economic growth,environmental factors are prominent in the regional industrial layout and the effect of industrial transfer.In 1979,Walter and Ugelow first proposed "Pollution Haven Hypothesis",which brought the environmental regulation into the analysis framework of enterprise location choice behavior.This led to a new understanding of the scholars on industrial ransfer motivation and became a new research hotspot in the academic field.The externality of the environmental problem is a typical manifestation of market failure,which determines it will mainly depend on the government to implement the necessary for regulation to solve the environmental pollution problem in the development of the industry.In normal circumstances,environmental factors also has features of non flowing characteristics,which means that regional environmental factors endowment conditions will produce" environmental bottleneck"effect to industries,especially the development and transferof pollution industries.Therefore,as the regulators of environmental regulation and industrial development,the government must be fully aware of the regional environmental factors endowment,quality and structure characteristics,and distinct conduction mechanism among the environmental regulation,environmental factors endowmentand the transfer of industries,and formulate reasonable standard of environmental regulation and industrial development and transfer policies to promote the "win-win" situation of the improvement of environmental quality and economic growth and the upgrade of structure.In view of this,the dissertation based on the related literatures at home and abroad,firstly used Free Entrepreneur Model to fit the environmental regulation of follow the cost and environmental factors endowment conditions into the function of enterprise profit maximization,and united consumer's utility function simultaneously to obtain the equilibrium solution,and explained the environmental regulation,environmental factors endowment mechanism to polluting industries transfer.Secondly,the dissertation used non parametric data mining method(MINE)method and the decoupling theory to estimate 2000-2013 China provinces city environmental regulation intensity and period pollution industry transfer(diffusion or agglomeration)trend in order to comprehensive grasp of the current situation of China's environmental regulation and pollution industry transfer of this period.Again,the dissertation used the panel data of 30 provinces to construct spatial econometric model of environmental regulation and industrial transfer to carry on the empirical analysis.Then,considering the synergistic effect between the general factors endowment and environmental factors endowment and environmental regulation,and the impact degree and direction of transfer of polluting industries.Finally,based on conclusions accordingly,the dissertation puts forward to reasonable regulation of industrial pollution and policy recommendations to accomplish the dual aims of the industrial upgrading and environmental protection in regional industrial transfer process.The main conclusions of this dissertation are as follows:Firstly,China formally environmental regulation presented gradually increasing trend during 2000-2013 years,there is correlation between it and the transfer of polluting industries,and the lag phase effect is more significant.The role of informal environmental regulation is related to the level of regional economic development,and be affected by the event factors significantly,the trend of the law of change is notobvious,in other words,there is lesssystematic connection with formal environmental regulation and there is a difference between eastern areas and westernareas in the impact oftransfer of polluting industries.Secondly,in the case of considering the environmental factors endowment,the correlation coefficient between the formal environmental regulation and the pollution industry transfer increased,which shows that there is a synergistic effect between the formal environmental regulation and environmental factors endowment,butthe synergistic effect is not obvious between the informal environmental regulation and the environmental factors endowment.Thirdly,the application of decoupling theory to calculate the pollution industrial location entropy,which be found that polluting industries agglomeration and diffusion appear alternately and alternating cycles of varying lengths in the most provinces of our country.The direction of the pollution industry is mainly transferred fromeconomically developed provinces to economically less developed provinces,and no large-scale regional industrial transfer between the East and the West.The last but not the least,the influence of environmental factors endowment on the transfer of polluting industries has significant regional differences,in eastern region water resources and energy resources are significantly related to the transfer of polluting industries,but in the western the impact of land resources on the transfer of polluting industries region is obvious.According to the conclusions of the study and related issues,the policy recommendations are presented in this dissertation:the government should continue to strengthen the formal environmental regulation,and guide the public to pay attention to and participate in the work of environmental pollution control.According to the quality and structural characteristics of the local environmental factors,governments at all levels should formulate a reasonable policy of environmental regulation and use the opportunity of pollution industry transfer to complete the environmental technology transformation and upgrading of regional industrial structure in order to promote the coordinated development of economy and environment.
