With the deepening of the industrialization process,the shortage of water resources,the depletion of coal resources,water pollution,soil pollution and atmospheric pollution have become more and more frequent,and a series of resources and environmental problems have gradually entered the public view.On the other hand,in the context of the development concept: The new normal,Ecological civilization construction,Green development.The government also needs to actively restructure its industrial structure,remove backward productivity.In this situation that environmental quality improvement and industrial restructuring demand are rising,the government attaches more importance to resources and environmental issues.A series of environmental protection policies have been introduced in the provinces in China,while relaxing economic control,environmental control has been strengthened in various aspects,such as legislative tax investment,tax,invest.they will actively guide industrial restructuring.However,China is a country with a large difference in development between regions,the central and western regions are now just in the rapid process of industrialization,local governments are enthusiastic about the transfer of industries.In order to pursue the rapid development of economy,we began to fall into the same trap that relax environmental regulations to attract investment in the early stage of China's reform and opening up.the pollution intensive industries that have contributed significantly to the east and coastal areas have gradually shifted to the central and western regions.Therefore,It is difficult to improve the overall environmental quality of our country.In the short term,this transfer of polluting industries from developed regions to less-developed areas has brought economic benefits to both regions,however,in the long run,it will bring great harm to the environment of the ingoing ground,and the negative externalities will be revealed step by step.therefore,if the pollution intensive industry does not attract attention,it is likely that the central and western regions of China will become a "pollution haven",which will be the old way of "pollution retreatment" in the developed areas of China.Based on this,this paper takes the spatial transfer of pollution-intensive industry as the research perspective.Firstly,this paper studies the spatiotemporal evolution characteristics of environmental regulation and pollution-intensive industries.Then by establishing a game theory model,respectively from the perspectives of government administration and enterprise's dual perspective examines the government industry choose the game process between environmental regulation and industrial transfer and the equilibrium results.Finally,by establishing spatial panel model,the influence factors of the pollution-intensive industrial space transfer are empirically tested and the policy recommendations are put forward.It provides a beneficial solution to the environmental pollution problem caused by the transfer of pollution intensive industries.The main conclusions of this paper are as follows: Firstly,the total output value of China's pollution-intensive industries shows a trend of linear growth.In terms of space,the eastern region is the fastest growing,but the total output value of the whole country is decreasing.and the Midwest is just the opposite.Therefore,There is a tendency of pollution-intensive industries to shift from developed east to underdeveloped regions in the central and western regions.Secondly,the level of environmental regulation in China has shown a steady upward trend in addition to the slight decline after 2008,indicating that our country attaches great importance to environmental regulation,from space perspective,China's eastern,central,western and northeastern regions of the level of environmental regulation was present linear growth trend,and the difference is larger,the eastern part of the environmental regulation level is always higher than other areas,therefore,our country there is a "pollution haven" effect indeed.Thirdly,there is a "competitive" environment between regions where the geographical distance is closer or the extent of economic development.,environmental regulation,industrial structure,capital input and factor cost are the biggest influences on the concentration of pollution-intensive industries,The improvement of environmental regulation level and factor cost will restrain the increase of the total output value of pollution intensive industry;The increase of the proportion of the secondary industry and the investment of capital will promote the increase of the total output value of the pollution intensive industry,The other factors,such as innovation ability and infrastructure construction level,have not passed the significance test,and these indicators have no significant impact on the spatial evolution of the pollution-intensive industries.It can be seen that the spatial transfer of China's pollution-intensive industry is the result of factors such as environmental cost and factor cost.
